CITY COUNCIL MEETING APRIL 18, 1977
The Jonesboro City Council met in regular session, Monday, April 18, 1977, at 7:30 p.m. There were present: Mayor, City Clerk, City Attorney and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard.
Mr. Bobby McDaniel, representing property owners on Ridge Road, presented to council, petitions requesting speed humps on Ridge Road. After discussion on the matter, Mr. Stricklin moved that the matter be referred to the Traffic Safety Office. The motion died for lack of a second. Mr. Minx then moved that speed humps be installed. The motion was seconded by Mr. Hinson and received unanimous vote of council.
Mr. Stricklin offered the following ordinance:
AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES, AND FOR OTHER PURPOSES
Mr. Park moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Sanderson, all aye and the ordinance was then read for the second time.
The Mayor advised council that he would ask for their approval of Jim Lyons to the Parking Authority at the meeting of May 2nd.
Mr. Bridger moved that Mr. Lee Lindzey be appointed to the CW&L Board to represent the Jonesboro School Board, seconded by Mr. Smith. All voted aye.
The following ordinance was on 3rd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY R-1 AND R-2; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
Mr. Hannah moved that the ordinance be adopted to include the emergency clause, seconded by Mr. Minx. All voted aye and the ordinance was given #1571.
Mr. Sanderson offered the following resolution:
RESOLUTION TO HAVE PROPERTY OWNERS REMOVE THEIR SIGNS WITHIN THE CITY’S RIGHT-OF-WAY AND TO NAME THE HOUSING AUTHORITY AS THE CITY’S AGENT FOR THE NETTLETON STREET PROJECT
Mr. Stricklin moved for the adoption of the resolution, seconded by Ms. Haigler. All aye. The resolution was given the number 1977:02.
Mr. Hannah offered the following ordinance:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED MARCH 15, 1977
The following ordinance was on 3rd reading:
AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES
Mr. Stricklin moved the adoption of the ordinance to include the emergency clause, seconded by Mr. Hinson. All voted aye and the Ordinance was given #1572.
Mr. Smith offered the following ordinance:
AN ORDINANCE TO ESTABLISH THE MUNICIPAL AIRPORT COMMISSION, PROVIDING FOR ITS COMPOSITION AND TO VEST SUCH COMMISSION WITH AUTHORITY TO CONTROL AND OPERATE THE MUNICIPAL AIRPORT
Mr. Park moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Bridger. All voted aye. After the second reading, Mr. Park moved that the rules be further suspended and the ordinance be placed on 3rd reading, seconded by Mr. Stricklin. All voted aye. After the third reading, Mr. Stricklin moved that the ordinance be adopted to include the emergency clause, seconded by Mr. Bridger. All voted aye and the ordinance was given #1573.
The following were unanimously appointed to the Airport Commission on motion by Mr. Hannah and seconded by Mr. Stricklin.

Mr. Hinson moved that 25 feet plus the alley south of Jimmy’s Bike Shop be blacktopped, seconded by Mr. Smith. All voted aye.
The Mayor advised council that Mr. Guy Pitts had offered to sell to the City the southwest corner of Church and Nettleton for $8500 and Mr. Bridger moved that negotiations be undertaken for purchase of same, seconded by Mr. Minx. All aye.
The following bids were opened for fire hose and adapters:
Treadway Electric $16,188.50
D & D Fire Safety Products 18,828.80
Jonesboro Fire Extinguisher 20,475.00
Mr. Stricklin moved that the low bids from Treadway Electric be accepted, seconded by Mr. Hinson. All voted aye.
