RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, CALLING FOR CONDEMNATION PROCEEDINGS AGAINST CERTAIN LANDS REQUIRED FOR OFF-STREET AUTOMOBILE PARKING FACILITIES, AND FOR OTHER PURPOSES.

BE IT RESOLVED by the City Council of the City of Jonesboro, Arkansas: that
WHEREAS, the City Council hereby determines and declares that excessive curb parking of motor vehicles on the street within the City of Jonesboro, Arkansas, and the lack of adequate off-street parking create congestion, obstruct the free circulation of traffic, diminish property values, and endanger the health, safety and general welfare of the public; and
WHEREAS, the provision of conveniently located off-street parking facilities are therefore necessary to alleviate such conditions; and that the establishment of public off-street automobile parking facilities are deemed to be a proper public or municipal purpose, and
WHEERAS, the General Assembly of the State of Arkansas did pass and adopt Act No.468 of 1949 providing for the creation of a Municipal Parking Authority by the various cities and towns for the purpose of providing for the planning, designing, location, financing, acquisition of property for, construction, maintenance, operation, and fostering of off-street parking facilities; and
WHERAS, the City Council of the City of Jonesboro, Arkansas did on the 8th day of August, 1952, adopt Ordinance No.840 creating the Municipal Parking Authority as provided for in Act No.468 of 1949; and
WHEREAS, the Municipal Parking Authority did on the 15th day of January, 1958, pass a resolution finding the necessity for additional off-street parking facilities in the City of Jonesboro and calling for the condemnation of certain property herein below described for the use of off-street parking facilities.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Jonesboro, Arkansas, accept the findings and plans of the Municipal Parking Authority for the provision of additional off-street parking facilities, and that the City of Jonesboro condemn for such use the following described property, to-wit:
Lot 6 and the South 26 Feet of Lot 7 in Moor’s Sub-division of Lot 2 of Flint’s Addition to the City of Jonesboro, Arkansas, which property is now known as the Charles Claunch Property: and
Lot 5 and the South 26 Feet of Lot 4 of Moore’s Sub-division of Lot 2 of Flint’s Addition to the City of Jonesboro, Arkansas said property being known as the Mrs. Charles Lutterloh property.
And, the City Attorney and other City Officials are directed to immediately prepare, file and prosecute condemnation proceedings on the above property and such other property as may be required and acquire same as speedily as may be.
