CITY COUNCIL MEETING, NOVEMBER 19, 1973

 

The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, November 19, 1973, at 7:00 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Park, Dr. Bowers, Hannah, Stricklin, Smith, Bowers, Goforth, Johnson, Bridger and ward. Absent: Minx.

 

A large crowd of property owners appeared before council protesting the widening of East Washington.

 

An ordinance to prohibit road blocks for charity drives was on its second reading.

 

An ordinance to prohibit parking on a certain part of East St. was on its 1st reading

 

An ordinance to close an alley off of Cate St. was on its 3rd and final reading. Mr. Goforth moved with Mr. Ward seconding the motion that the ordinance be adopted. All present voted aye and the motion carried. Motion by Ward, seconded by Pierce to adopt the Emergency Clause passed unanimously. (#1377)

 

An ordinance for 2 4-way stop signs was on the 3rd and final reading. Mr. Hannah moved with Dr. Bowers seconding the motion that the ordinance be adopted. All voted aye and the motion carried. Motion by Mr. Hannah, seconded by Dr. Bowers to adopt the Emergency Clause was passed unanimously. The ordinance was given the number 1378.

 

Mr. Stricklin offered the following (Resolution) Ordinance for its 1st reading. An ordinance to close an alley @ the Medical Center; (Resolution JUR 800 units application No cost to City)

 

Mr. Park offered the following Resolution and moved for its adoption with Mr. Pierce seconding. All voted aye and the motion carried. It was requested that the minutes show that there would be no cost to the city for making application for 800 units through JUR.

 

RESOLUTION REGARDING APPLICATION BY THE JUR FOR 800 UNITS AT NO COST TO THE CITY

 

The resolution was given the number 1973:27.

 

Mr. Munk explained to Council flood insurance information.

 

The downtown projects were explained by Planners from Seabrook & Eric Rogers. The total cost would amount to approximately $117,000. Dr. Bowers moved with Mr. Pierce seconding the motion that a contract be entered into with Seabrook & Assoc for $75,000.

 

Mr. Smith moved with Mr. Hannah seconding the motion that trailer permits be granted at 1200 French, 325 N. Main and 1110 Rains. All present voted aye, the motion carried.

 

Mr. Bowers moved with Mr. Bridger seconding the motion that the low bid for a new backhoe from Jonesboro Ford Tractor be accepted, the cost, $15,733.00. All aye and motion carried. Mr. Stricklin moved with Mr. Pierce seconding the motion that Grace Electric, install the electric part for a generator at City Hall for $966.00.

 

Mr. Ward moved with Mr. Park seconding the motion that the bills as okayed by the finance committee be paid. All voted aye and the motion carried.

 

Mr. Park moved with Mr. Pierce seconding the motion that holiday pay be given to the employees according to the state law. All voted aye and the motion carried.

 

Mr. Goforth offered the following Resolution and Mr. Park moved for its adoption with Mr. Pierce seconding. Dr. Bowers voted no and all other members present voted aye. The motion carried.

 

A RESOLUTION LEVYING A MUNICIPAL MOTOR VEHICLE TAX FOR THE YEAR 1974 UNDER AUTHORITY OF ACT 446 OF 1965 AS AMENDED; PROVIDING FOR THE PROCEDURE FOR THE COLLECTION OF SUCH TAX; AND FOR OTHER PURPOSES

 

The resolution was given the number 1973:28.

 

There being no further business, Council adjourned.
