CITY COUNCIL MINUTES - SEPTEMBER 2, 1986

 

The Jonesboro City Council met at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all Aldermen.

 

The minutes of August 18, 1986, were approved as mailed on motion by Mr. Hannah, seconded by Mr. Stricklin. All voted aye.

 

Mr. Nix offered the following resolution:

 

RESOLUTION TO AUTHORIZE THE MAYOR TO REQUEST CITY WATER AND LIGHT ADVANCE FUNDS FOR THE PURCHASE OF ADDITIONAL ACREAGE IN THE INDUSTRIAL PARK

 

Mr. Mays moved, seconded by Mr. Nix to adopt the resolution. All voted aye. The resolution was given the number 1986:25.

 

Mr. Park moved, seconded by Mr. Nix to authorize the Mayor to collect approximately $400,000 from Crane Co. for the cleanup of the old Crane Plant and property at 3501 Airport Rd. All voted aye.

 

Mr. Shelton offered the following ordinance: (Annexation-Prospect Baptist Church, Hwy 49 N)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Nix moved, seconded by Mr. Evans to suspend the rules and place the ordinance on second reading. All voted aye.

 

No action was taken on a petition by David Conrad to rezone a lot on the north side of Conrad Drive, west of Caraway Rd. from R-3 to I-1 as the proper papers were not filed with the clerk.

 

RESOLUTION TO SET A PUBLIC HEARING TO ABANDON AN ALLEY BETWEEN DEWEY STREET AND CUBA AVENUE

 

Mr. Shelton moved, seconded by Mr. Stricklin to set a Public Hearing on September 15, 1986, at 7:00 p.m. for the closing of an alley between Cuba Ave. and Dewey St. and closing of the east 115 feet of Schley and Dewey. All voted aye. The resolution was given the number 1986:26.

 

John Sloan, representing the Chamber of Commerce Intersection sub-committee presented the recommendations regarding suggested street improvements in the city on ten items. Capt. Bob Smith addressed the items that dealt with traffic safety and asked for the more thorough study on each. Jeff Gibson announced that he had contacted the Arkansas Highway Dept. regarding revisions and was waiting for a response. The Mayor asked the Street Committee to regroup and consider the objections and suggestions made by councilmen and to report back to the council with a recommendation of amendments for the council to approve.

 

The Mayor recognized Gene Martz and announced that he would be filling the position of Inspector during Joe Tomlinson’s leave of absence.

 

Mr. Hannah requested that signs be posted to show the existing speed limit of 30 mph in the 600 block of W. College and Children at Play. He then moved, seconded by Mr. Hinson to approve the placement of said signs. All voted aye.

 

Mr. Mays announced that a General Properties Committee meeting would be held Thursday, September 4 at 9:00 at City Hall.

 

Mr. Stricklin read a letter from Governor Bill Clinton commending the exemplary leadership of Mayor Stallings.
