PUBLIC SAFETY

COMMITTEE MINUTES

January 20, 2003

The Jonesboro Public Safety Committee met January 20, 2003 at 6:20 p.m. at 900 West Monroe, Jonesboro, Arkansas.  A full quorum was in attendance.  Present were: Paul Copeland, Jim Hargis, Chris Moore, Harold Perrin, and John Street.

The purpose of the meeting was to select the Chairman of the Public Safety Committee and Chairmen for the sub-committees.

Councilman Copeland moved, seconded by Councilman Street to appoint Councilman Chris Moore, Chairman of the Public Safety Committee.  A voice vote was taken resulting in all members voting aye.

Councilman Street moved, seconded by Councilman Perrin to appoint Paul Copeland as Chairman of the Police Sub-Committee.  A voice vote was taken resulting in all members voting aye.

Councilman Street moved, seconded by Councilman Perrin to appoint Chris Moore as Chairman of the Fire Sub-Committee.  A voice vote was taken resulting in all members voting aye.

Councilman Copeland moved, seconded by Councilman Street to appoint Harold Perrin as Chairman of the Information Systems and 911 Sub-Committee.  A voice vote was taken resulting in all members voting aye with the exception of Councilman Perrin who abstained from voting.

Councilman Copeland moved, seconded by Councilman Perrin to appoint John Street as Chairman of the Inspections Sub-Committee.  A voice vote was taken resulting in all members voting aye.

Councilman Street moved, seconded by Councilman Perrin to appoint Jim Hargis as Chairman of the Animal Control & Mosquito Sub-Committee.  A voice vote was taken resulting in all members voting aye.

Chairman Moore explained the third Monday of every month at 5:15 p.m. had been reserved for the Public Safety Committee and each sub-chair should contact him with any business pertaining to their sub-committee.

In other business, Assistant Fire Chief, Butch Herring explained he had applied for a  70/30 matching FEMA grant in April of 2002, and in September of 2002  the grant was approved for a fire truck with an  estimated cost of $126,500.00 for the total project.  Jonesboro’s 30% match, or $38,000.00, was appropriated in the 2003 budget under fixed assets.   He explained on January 15, 2003 bids were open (Bid No. 2003:01) with Deep South Fire Trucks coming in as low bidder, even though the low bid was higher than the estimated total project ($126, 943.00).  Mr. Herring explained the bid amount was more because a dump tank and rack were added to the cost of the fire truck.    The rack would have to be custom built, so Mr. Herring felt it would be wise to have the vendor supply both pieces of equipment.  Councilman Street moved, seconded by Councilman Copeland to reaffirm the already approved price for the fire truck, dump tank and rack.  A voice vote was taken resulting in all members voting aye.

Mayor Brodell informed the Public Safety Committee of his intent to take bids for Police Cars from local vendors.  Chairman Moore explained he would have to have the bids approved by the full council and welcomed bids from anyone wishing to participate in the bidding process.

With no further business the meeting was adjourned.
