CITY COUNCIL MINUTES, NOVEMBER 7, 1994

 

The Jonesboro City Council met in regular session, Monday, November 7, 1994, at 7:30 P.M. A full quorum was present. Present were Mayor Brodell, City Attorney, City Clerk and all council members with the exception of Councilman Evans who was unable to attend.

 

The minutes of October 17, 1994, were approved as amended on motion by Councilman Harpole seconded by Councilman Perrin. The minutes were amended on page one (Appointment of Dennis Zolper to the Jonesboro Urban Renewal and Housing Authority) as follows: Bowers abstained, Mullenix voted aye. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah.

 

Councilman Vance moved, seconded by Councilman Wise to table the following ordinance which was on third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Robin Holeman)

 

A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah.

 

Councilman Perrin offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Farmer Enterprises)

 

Councilman Hannah moved, seconded by Councilman Bowers to suspend the rules and place the ordinance on second reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Bob Harrison)

 

Councilman Harpole moved, seconded by Councilman Wise to suspend the rules and place the ordinance on second reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. Councilman Bowers moved, seconded by Councilman Harpole to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. Councilman Harpole moved, seconded by Councilman Bowers for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. The ordinance was given the number 2583.

 

Councilman Harpole offered the following ordinance for the first reading:

Councilman Hannah moved, seconded by Councilman Vance to suspend the rules and place the ordinance on second reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah.

 

Councilman Wise offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Ron Montgomery/Terry Bare)

 

Councilman Hannah moved, seconded by Councilman Vance to suspend the rules and place the ordinance on second reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah.

 

Councilman Mays moved, seconded by Councilman Harpole for the adoption of the resolution requesting City Water and Light to provide service at two locations; 106 E. Monroe and 327 S. Main. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. The resolution was given the number 1994:59.

 

Councilman Hannah moved, seconded by Councilman Perrin for the adoption of the resolution establishing a public hearing on November 21, 1994, at 6:50 p.m. at the request of Mr. Rhiddlehoover to vacate unimproved portions of streets located on lots G, H, and K in the Caldwell's Subdivision and 327 S. Main. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. The resolution was given the number 1994:60.

 

Councilman Mays moved, seconded by Councilman Bowers for the adoption of the resolution establishing a public hearing on November 21, 1994, at 7:00 p.m. at the request of Mr. Seeman and his attorney, Skip Mooney Sr. to abandon a portion of the Higginbottom Creek easement. A roll call vote was taken resulting in all council members voting aye with the exception of Councilman Harpole who voted nay. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Mays, and Hannah. The resolution was given the number 1994:61.

 

Councilman Vance moved, seconded by Councilman Wise for the adoption of a resolution to condemn property located at 420 N. Church Street. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. The resolution was given the number 1994:62.

 

Councilman Hannah moved, seconded by Councilman Province to accept the Clerk's certification of the Finance Report for Quarter ended September 30, 1994, as reported by the Finance Department and according to Arkansas State Law. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah.

 

Under new business Councilman Harpole moved, seconded by Councilman Perrin for the adoption of a resolution authorizing the redemption of FMC revenue bonds. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. The resolution was given the number 1994:56.

 

Councilman Hannah moved, seconded by Councilman Perrin for the adoption of a resolution certifying the Thomas and Betts Corporation to participate in the Arkansas Enterprise Zone Program. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. The resolution was given the number 1994:57.

 

Councilman Mays moved, seconded by Councilman Harpole for the adoption of a resolution expressing the willingness of the City of Jonesboro to utilize federal-aid money for the bicycle lane project (Phase II). A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. The resolution was given the number 1994:58.

 

Councilman Wise moved, seconded by Councilman Kelton to allow all non-uniform employees off the day after Thanksgiving. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah.

 

With no further business the meeting was adjourned.
