Members Present: Dover, Farmer, Moore, Street
Members Absent: Copeland
Others present were: Mayor Brodell, Street Superintendent Gene Barnett, City Engineer Claude Martin, Attorney Warren Dupwe representing A-State Asphalt, City Clerk Donna Jackson, and Keith Inman, Jonesboro Sun.
Councilman Street moved, seconded by Councilman Dover to recommend the contract with Carter-Burgess. A voice vote was taken resulting in all members voting aye.
Councilman Moore moved, seconded by Councilman Street to purpose an ordinance to amend the 2003 budget to transfer funds from the Street and Drainage fund to pay for the Carter-Burgess contract. A voice vote was taken resulting in all members voting aye.
Councilman Dover, moved, seconded by Councilman Street to approve a priority list provided by City Engineer Claude Martin, for addressing the approximately 200 flood complaints the city has received. A voice vote was taken resulting in all members voting aye.
Councilman Dover moved, seconded by Councilman Moore to put on hold the Quail Ridge Project, with the stipulation that the previously ordered special pipe would be purchased by the city at cost from the contractor. It was explained that the pipe had been ordered based on previous action taken by the Infrastructure Committee, but due to the work causing future flooding problems downstream the decision was made to delay the work. Mr. Martin and Mayor Brodell stated they were certain the pipe could be used elsewhere. A voice vote was taken resulting in all members voting aye.
Mr. Martin read a letter from Associated Engineering certifying the enlargement of the retention pond at Layman Crest Estates as being complete and functioning. The retention pond would be removed once the road is built.
Mayor Brodell reported that he had spoken with County Judge, Dale Hass who informed him that the replacement of four (4) bridges at Christian Creek would be done in fourteen months. Councilman Farmer informed the committee that work was being done at Christian Creek due to sever washouts and pipe failures.
Councilman Moore questioned letting out bids for ADA work on intersections and concrete. Mayor Brodell responded saying he had asked City Engineer Claude Martin to compile a list and recommended doing everything under one contract since there is a thirty day deadline for completion.
Councilman Moore submitted a letter from City Attorney Phillip Crego giving the opinion that the City of Jonesboro was under no obligation to build a bridge on the Latourette property. The letter was submitted for the record.
Discussion was held regarding budget preparation by the newly combined Street and Engineering Departments (Public Works). Mayor Brodell stated Mr. Claude Martin would have the final say in budget preparations.
Mr. Martin was asked to bring a recommendation back to the committee by the next committee meeting regarding an acceptable work schedule for the Street and Engineering Departments.
Councilman Dover moved, seconded by Councilman Moore to transfer funds in the amount of $978.46 from one line item to another in the planning budget for plan stands and tool boxes ($59.94 each). A voice vote was taken resulting in all members voting aye.
Mr. Martin reported a current Jonesboro ordinance adopting MATA specifications which accepts the Arkansas State Highway paving specifications (404) which requires asphalt mix design be approved by the Arkansas Highway Department. However, the Arkansas Highway Department will not inspect asphalt mix without a state job. A-State Asphalt, being represented by Attorney Warren Dupwe explained they do not have a state job and therefore cannot get their asphalt mix approved by the Arkansas Highway Department. It was determined that City Attorney Crego needed to review the matter and give a legal opinion as to amending the Jonesboro Code or if the Infrastructure Committee could make a decision to accept testing requirements from private labs rather than the Arkansas Highway Department. The meeting was adjourned, and then reconvened after the regularly scheduled council meeting. The decision was made to have Attorney Dupwe draft an ordinance to be reviewed by Claude Martin, and Teddy Hooton of the Engineering Department and City Attorney Phillip Crego, then to be reviewed and recommended by the Infrastructure Committee prior to being placed on the City Council agenda.
With no further business Councilman Moore moved, seconded by Councilman Dover to adjourn.
