The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, June 15, 1970, at 7:30 p.m. There were present: Mayor, City Clerk, City Attorney and the following named Councilmen: Pierce, Park, Dr. Bowers, Young, Darling, Stricklin, Minx, Pardew, Bowers, Williams, Johnson and Knight.

 

Mr. Darling offered the following ordinance for the first reading:

 

AN ORDINANCE CALLING A SPECIAL ELECTION TO VOTE UPON THE QUESTION OF ISSUING BONDS UNDER THE PROVISIONS OF ACT NO. 9 OF THE FIRST EXTRAORDINARY SESSION OF THE SIXTY-SECOND GENERAL ASSEMBLY OF THE STATE OF ARKANSAS, APPROVED JANUARY 21, 1960, AS AMENDED, FOR THE PURPOSE OF FURNISHING THE PERMANENT FINANCING OF THE COST OF SECURING AND DEVELOPING INDUSTRY (THE PARTICULAR INDUSTRIAL PROJECT IS DESCRIBED IN THE ORDINANCE); PRESCRIBING OTHER MATTERS RELATING THERETO; AND DECLARING AN EMERGENCY

 

Mr. Knight moved with Mr. Stricklin seconding the motion that the rule be suspended and the ordinance be placed on the second reading. All members voted aye and the motion carried. Mr. Knight moved with Mr. Pierce seconding the motion that the rule be further suspended and the ordinance be placed on the third and final reading. All members voted aye and the motion carried. Motion by Knight seconded by Pierce to adopt the emergency clause passed unanimously. The ordinance was given the number 1265.


Mr. Darling moved with Dr. Bowers seconding the motion that the Mayor be authorized to sign a letter to the Walker Manufacturing Company stating certain commitments of the City to the said manufacturing company. All members voted aye and the motion carried.

 

The following ordinance was on the second reading:

 

AN ORDINANCE TO AMEND SECTIONS 8-7 AND 8-8 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO; AND FOR OTHER PURPOSES

 

The following ordinance was on its third and final reading:

 

AN ORDINANCE PRESCRIBING CERTAIN RULES AND REGULATIONS WITH RESPECT TO THE CARE AND KEEPING OF DOGS WITHIN THE CITY OF JONESBORO, REQUIRING DOGS TO BE PLACED ON LEASH WHEN NOT CONFINED WITHIN A YARD, BUILDING OR OTHER ENCLOSURES; MAKING PROVISIONS FOR VICIOUS DOGS; PROVIDING FOR THE VACCINATION AND LICENSING OF DOGS, PROVIDING FOR KEEPING OF DOGS PICKED UP BY THE ANIMAL CONTROL WORKER, PROVIDING A PENALTY FOR VIOLATION THEREOF, PROVIDING FOR THE SUBMISSION OF THIS ORDINANCE TO A POPULAR VOTE AND FOR OTHER PURPOSES

 

Mr. Darling moved with Mr. Pardew seconding the motion that the ordinance be adopted. All members voted aye and the motion carried. Motion by Knight, second by Pierce, to adopt the emergency clause passed unanimously. The ordinance was given the number 1266.

 

Mr. Johnson moved with Mr. Minx seconding the motion that speed humps be placed on a portion of Twin Oaks and Linden Streets, as many as the Chief of Police deems necessary. On calling the roll, all voted aye and the motion carried.

 

After the bids were opened on the cleaning for the Fire and Police Departments, Mr. Knight moved with Mr. Darling seconding the motion to accept the low bid of Massenelli Cleaners. All members voted aye and the motion carried.

 

Mr. Knight moved with Mr. Park seconding the motion that the gasoline bid for the Street and Sanitation Departments be granted to Gulf Oil (firm quote July 1, 1970, to January 1, 1971). All members voted aye and the motion carried.

 

Mr. Knight moved with Mr. Pierce seconding the motion that the bills as okayed by the Finance Committee be paid. All voted aye and the motion carried.

 

Mr. Minx moved with Mr. Young seconding the motion that the City Attorney continues his pursuit of removing the house on Caraway Road that was built illegally. On calling the roll, all voted aye and the motion carried.

 

There being no further business, Council voted unanimously to recess until Friday, June 19, 1970, at 7:00 p.m.
