The Metropolitan Area Planning Commission met in regular session on Thursday, December 11, 1975 at 7:00 P.M. in the Court Room at City Hall.

 

The meeting was called to order by the Chairman, Mr. A.E. Scott, Jr.

 

MEMBERS PRESENT: Scott, Morrison, Cooper, Smith, McDaniel, Gott, and Brown.

 

MEMBERS ABSENT: Wheeless and Ball.

 

Items for business were as follows:

 

Item #1.  Rankin-White Land Company requests a rezoning from Commercial Four (C-4) to Commercial Three (C-3) at the following described location: A replat of the east 30.0 feet of Lot 14 and all of Lot 15 and 16.  Block A, Spence Subdivision, Jonesboro, Arkansas.  This property is further described as being south of Race Street, north of Needham Street on the west side of South Caraway Road.  A motion was made by Mr. Morrison and seconded by Mr. Gott to APPROVE the request.  A vote was taken and the motion was passed unanimously. 

 

Item #2.  Bobby G. Bennett and Donnie Sue Bennett request a rezoning from Residential Two (R-2) to Commercial Three (C-3) at the following described location: A part of Lots 23, 27, and 28 of Cobb and Lee Survey of the Southwest Quarter of Section 17, Township 14 North, Range 4 East.  This property is generally described as being east of Houghton Street, north of Logan Street and south of East Washington Extended.  A motion was made by Mr. Morrison and seconded by Mr. Gott to APPROVE the request subject to extending the 60 feet of right of way for Logan Street.  A vote was taken and the motion as passed unanimously.

 

Item #3.  Bobby G. Bennett and Donnie Sue Bennett request a rezoning from Industrial One (I-1) to Commercial Three (C-3) at the following described location: A part of Lot 27 and 28 of Cobb and Lee Survey of the Southwest Quarter of Section 17, Township 14 North, Range 4 East.  This property is generally described as being bounded on the north by the St. Louis-Southwestern Railroad, on the south by East Washington Extended, on the west by the present B and B Sign Company, and on the east by Arkansas State University Property.  A motion was made by Mr. Morrison and seconded by Mr. Smith to APPROVE the request.  A vote was taken and the motion was passed unanimously.

 

Item #4.  Tommy Rankin requests a zoning classification of Commercial Three (C-3) for a parcel of property adjacent to the city limits of the City of Jonesboro, Arkansas.  Subject property is described as being Lots 1 and 2, Block C, Spence Circle.  Subject zoning request is sought under the provisions of City Ordinance No. 1473 providing for zoning classification for parcel of property prior to annexation to the city. A motion was made by Mr. Morrison and seconded by Mr. Smith to APPROVE the request.  A vote was taken and the motion was passed unanimously.

 

Item #5.  Tommy Rankin requests the written comment of the Metropolitan Area Planning Commission as to what effect a proposal for an annexation would have on the city accepting said area.  The area proposed for annexation is described as being Lots 1 and 2, Block C, Spence Subdivision.  This property is further described as being on the southwest corner of Caraway Road and Spence Circle.  See application. 

 

Item #6.  Dave Smith requests preliminary approval of the Dave Smith Third Subdivision, being a part of the NE Quarter of the NW Quarter, Section 7, Township 14 North, Range 4 East.  General location of this property is described as being west of Highway 141 North and being north of the Robindale Addition.  Property contains 1.03 acres more or less.  A motion was made by Mr. Cooper and seconded by Mr. McDaniel to APPROVE the request.  A vote was taken and the motion was passed unanimously. 

 

Item #7.  Vernon Blasingame request final approval of a replat of Lots 14 and 15 of Block B, Belmont Addition into one lot to be known as Farmers Market First Replat.  General location of this property is described as being on the west side of Arkansas Highway 39 (Southwest Drive) approximately 100 feet south of Highland Drive.  A motion was made by Mr. Cooper and seconded by Mr. Gott to APPROVE the request.  A vote was taken and the motion was passed unanimously. 

 

Item #8.  S and J Construction Company requests final approval of the Turtle Creek Industrial Park (Formerly Stallings Industrial Addition).  Plat was granted preliminary approval July, 1975.  General location is described as being adjacent to and northwest of Neil Drive.  Property contains 8.9 acres more or less.  A motion was made by Mr. Cooper and seconded by Mr. Brown to APPROVE the request.  A vote was taken.  The vote was YEA: Morrison, Cooper, Smith, Gott, and Brown.  PASS: McDaniel.  The motion to approve the request was passed. 

 

Item #9.  S and J Construction Company requests final approval of a Property Development Plan on Lot 4, Turtle Creek Industrial Park.  Subject plan includes detached buildings consisting of a warehouse, vehicle building, office, and shop.  General location of this development is described as being approximately 620.0 feet northwest of Neil Drive on Neil Circle.  A motion was made by Mr. Brown and seconded by Mr. Gott to APPROVE the request.  A vote was taken.  The vote was YEA: Morrison, Cooper, Smith, Gott, and Brown.  PASS: McDaniel.  The motion to APPROVE the request was passed. 

 

Item #10. Elisha Enoch Bond requests final approval of a replat of a part of Cobb and Lee Survey of the Southwest Quarter of the Southeast Quarter of Section 22, Township 14 North, Range 4 East.  Subject replat basically requests the consolidation of Lots 27 and 35 into one lot to be known as Lot 1 of Elisha Enoch Bond Replat.  Subject replat concerns previously platted Lots 24, 39, 36, 34, 30, 29, and 28 of the same survey.  Complete legal description is available in the City Inspector’s Office.  General location of this property is described as being east of Arch Street, west of Missouri Pacific Railroad, on the north side of Arkansas State Highway 18 East.  A motion was made by Mr. Morrison and seconded by Mr. McDaniel to APPROVE the request.  A vote was taken and the motion was passed unanimously. 

 

Item #11.  Discussion of City Ordinance Number 1473 and the establishment of a step by step procedure for implementation of said ordinance.  Mr. Scott, Chairman appointed a committee to study this ordinance and make a recommendation for a step by step procedure for its implementation.  They will meet some time before the January meeting.  Committee members are Gott, Smith, and McDaniel.
