MINUTES

METROPOLITAN AREA PLANNING COMMISSION

JUNE 11, 1996

 

MEMBERS PRESENT:  Coleman, Little, Damron, Gardner, Finley, Beadles, Pitts, Shaw and Phillips 

 

MEMBERS ABSENT:  None

 

Mr. Coleman welcomed Gene Gardner as the newest member of the MAPC. 

 

Minutes of the May 14, 1996 meeting were approved with a correction to be made on Item # 18.  The same person was shown making and seconding the motion.

 

There was brief discussion of the Comprehensive Land Use Plan as revised by Al Raby, of the RM Plan Group from Nashville, TN.  Some Commissioners stated they needed a little more time to study the plan before considering it for adoption and all agreed to meet in special session at a later date.

 

#1 SU96-4 Harold Bass requested approval of placement of a mobile home at 912 Sweetheart Lane.

 

Ms. Shaw moved to approve the request subject to certification being obtained on the septic system.  Dr. Beadles seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATION.

 

#2 SU96-5 Clifford Klingensmith requested approval of placement of a mobile home at 2017 Prescott Lane.

 

Dr. Beadles moved to approve the request subject to:

1.  Getting the appropriate number of signatures on the petition

2.  Signature from the Health Department on the septic system

Ms. Shaw seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS. 

 

#3 SU96-6  Jim Bryant requested approval of placement of a mobile home at 2009 Magnolia Road.

 

Mr. Phillips made a motion to approve the request subject to:

1.  A minor plat being filed

2.  Verification of proper number of signatures

3.  Septic system approval from the Health Department

4.  Securing appropriate permits for the electric, etc...

Mr. Pitts seconded, 7 voted aye, one no, REQUEST APPROVED WITH STIPULATIONS. 

 

#4 RZ96-16  Herman Alston requested approval of rezoning from Residential R-1 to Industrial I-1 for Lots 1, 2, & 3, Block A of Carter Second Addition and Lot 5, Block 3 of the Carter Addition.  The property is located on the south side of Race Street, west of Briar Lane.

 

Ms. Shaw made a motion to approve the request with stipulations:

1.  Site plans are required for approval by MAPC on all lots 2 Owner proceed with rezoning lots 3 and 4 that are already developed with nonconforming warehouse uses

2.  Recommend only one means of ingress and egress be installed for the whole development

3.  Be prepared to install a total privacy fence on Briar Lane

4.  Landscaping and street improvements be done on Briar Lane when the property is developed

Mr. Damron seconded, 7 voted aye, one no, REQUEST APPROVED WITH STIPULATIONS.

 

#5 RZ96-17  H. G. and Marion Perkins requested approval of rezoning from Residential R-2 to Commercial C-5 for part of Block 21 of Knight's Second Addition.  The property is located on the west side of Main Street, south of Cherry Street.

 

Ms. Finley made a motion to approve the request subject to:

1.  An additional 7.5' of right-of-way on Main Street in accordance with the Master Street Plan

2.  Site plan for Cherry Street property if to be converted to any commercial use 

Mr. Damron seconded, 7 voted aye, one no, REQUEST APPROVED WITH STIPULATIONS.

 

#6 RZ96-18 Tina Coots requested approval of rezoning Residential R-1 to Commercial C-3 for 1.875 acres located on the north side of W. Washington Avenue, east of West Matthews Avenue.

 

Ms. Finley made a motion to approve the request as submitted with Ms. Shaw seconded, 8 voted aye, 0 no, REQUEST APPROVED.

 

#7 RZ96-19 Guy Pardew requested approval of rezoning from Residential R-1 to Residential R-2 for Lots 1, 2 & 3, Block B of Pardew's North Subdivision 2nd Addition.  The property is located on the southeast corner of Mitzi Lane and Peggy Drive.

 

Item WITHDRAWN by owner.

 

#8 RP96-30 Guy Pardew requested approval of a replat of Lots 1, 2 & 3, Block B of Pardew's North Subdivision.  The property is located on the southeast corner of Mitzi Lane and Peggy Drive.

 

Mr. Damron moved to approve the request subject to:

1.  Owner entering into a street improvement agreement on Mitzi Lane

2.  Providing improvements on Peggy Drive without curb, and with a 24' pavement with 4' shoulders and open ditches as opposed to a fully improved 1/2 street

Dr. Beadles seconded, 6 voted aye, 0 no, 2 abstained, REQUEST APPROVED WITH STIPULATIONS. 

 

#9 RZ96-20 Guy Pardew requested approval of rezoning from Residential R-1 to Residential R-2 for Lots 5 & 6 of Pardew's North Subdivision 3rd Addition.  The property is located on the north side of Daybreak Drive, west of Mitzi Lane.

 

Mr. Damron moved to table the request because of easement problems, and with the suggestion that the developer bring the proposed PUD back along with the rezoning request.  Mr. Pitts seconded, 6 voted aye, 0 no, 2 abstained, REQUEST TABLED.

 

#10 RP96-31 Guy Pardew requested approval of a replat of Lots 5 & 6 of Pardews North Subdivision Phase III.  The property is located on the north side of Daybreak Drive, west of Mitzi Lane.

 

Item TABLED for same reasons as # 9.

 

#11 RZ96-21  Dwight Mangrum requested approval of rezoning from Residential R-1 to Commercial C-3 for 1.79 acres located on the west side of Highway 463, north of Ingels Road.

 

Mr. Damron moved to approve the request subject to:

1.  60' ROW on Ingels Road being shown on the plat of property

2.  Finish platting of the property

3.  Show existing sewer easement

Mr. Pitts seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.  A voice voted was taken to add the requirement of a site plan at the time of development on this item.  All members voted aye.

 

#12 FP96-5 Gene Barnett requested final approval of subdivision plans for Morrow Acres, a subdivision containing 36 lots on 11.8 acres.  The property is located on the east side of Paragould Drive, and is an extension of Crepe Myrtle Drive.

 

Dr. Beadles moved to approve the request subject the plat being revised to incorporate the land extending to the creek and this can be approved by staff at time of revision.  Mr. Damron seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATION. 

 

#13 SP96-15 Scotty Copeland requested approval of site plans for multiple buildings on the same lot.  The property is located on the south side of Nettleton Avenue, east of Falls Street.

 

Item WITHDRAWN.

 

#14 RP96-32 Haydn Cooksey requested approval of a replat of one lot into three lots located on the northeast corner of Nettleton Avenue and Kitchen Street.

 

Mr. Damron moved to approve the replat subject to a Street improvement agreement for Kitchen and Steele Streets.  Mr. Pitts seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATION.

 

#15 MP96-17 Jeff Cooper requested approval of a two lot minor plat containing 2.136 acres located on the southeast corner of Crowleys Ridge Road and Cedar Ridge Lane.

 

Mr. Damron moved to approve the request subject to:

1.  30' ROW being shown on the north side of the property, the  remaining 30' will come from the adjacent property owner

2.  10' utility easement north and south of existing power line

Ms. Shaw seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS. 

 

Chairman Jon Coleman presented to the Commission, a proposed Limited Use Ordinance that would allow rezoning for specific or limited uses only.  Ms. Finley moved to recommend to the Planning and Inspection Committee to consider the ordinance for adoption.  Ms. Shaw seconded, 8 voted aye, 0 no, MOTION APPROVED.
