Mayor Brodell reported that Crowley Ridge Development Council would be building east of the Fox Meadow School and wanted the City and County to furnish 4500 yards of gravel and the labor to do preparation work for a building and parking pad. Mr. Martin estimated it would take three weeks time involving his men and equipment. Mayor Brodell was asked to provide more information regarding cost and labor.
Lawson Road: Mayor Brodell reported negotiations were complete regarding Lawson Road and requested a recommendation from the committee. Councilman Farmer requested a copy of the negotiated contract in order for the committee to make a recommendation.
ADA Compliance Status: Ms. Hackney reported Attorney Ralph Ohm has requested a 12 month extension, but as yet no ruling has been made. She explained she has requested the Engineering Department to divide the city into four sections with the intent of working on one section per year for the next four years. She reported that in the last two and half years approximately $1,424,000 has been spent on ADA compliance.
Street Department Organization / Street & Drainage Policies: Street Superintendent, Teddy Hooton explained his department has gone to a split shift with half his staff working Monday through Thursday and the other half working Tuesday through Friday. Mr. Hooton also reported they had established two four-man drainage crews, one for major drainage ditches and the other for smaller drainage projects, with daily work reports being provided by his employees. Mr. Hooton was asked if he had the proper staffing and tools to do the job. Mayor Brodell responded saying they have a Street Supervisor. Mr. Hooton explained Mr. Larry Harper was over the major drainage projects and Mr. Jimmy Coe was over the smaller projects. Mr. Hooton suggested they could possibly use additional supervision over drainage. The decision was made to further research the matter in order to make a recommendation at the next committee meeting.
Copies of Chapter 9.36 of the Jonesboro Code of Ordinances were provided to committee members regarding the maintenance responsibilities of the Street Department as it pertains to drainage ditches. Mr. Claude Martin and Mr. Teddy Hooton gave examples of various drainage situations and raised questions pertaining to the City’s responsibility for cost. Mayor Brodell stated several years ago they had worked on a ditch located in the Nettleton area, and got into legal trouble because they did not own the right of way, and there after made the decision not to do work on any ditch that the right-of-way was not owned by the City. Mr. Hooton explained cleaning the ditches along Murray Creek went against the Jonesboro Code of Ordinances, Chapter 9.36. Mayor Brodell and Aubrey Scott were asked to make a recommendation on how to proceed with the situation by the next committee meeting.

Rossland Hills- It was explained that a fence had been built on an existing easement and the question was asked as to who should be responsible for replacing the fence and should the property owner purchase the pipe, and the city install it.
