CITY COUNCIL MINUTES, OCTOBER 3, 1983

 

The Jonesboro City Council met in regular session, Monday October 3, 1983, at 7:30 p. m. present were Mayor, City Attorney, City Clerk and all Aldermen.

 

The minutes of September 19, 1983, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Smith. All voted aye.

 

Mr. Sanderson offered the following ordinance: (Act 9 Bond)

 

AN ORDINANCE AUTHORIZING THE ISSUANCE OF A TEMPORARY INDUSTRIAL DEVELOPMENT REVENUE BOND UNDER ACT NO. 9 OF 1960, AS AMENDED, FOR THE PURPOSE OF PROVIDING PERMANENT FINANCING FOR THE COST OF SECURING AND DEVELOPING INDUSTRY (THE PARTICULAR INDUSTRIAL PROJECT IS DESCRIBED IN THE ORDINANCE); AUTHORIZING AND PRESCRIBING CERTAIN OTHER MATTERS PERTAINING TO THE INDUSTRIAL PROJECT, THE ACQUISITION THEREOF, AND THE FINANCING THEREOF; AUTHORIZING THE EXECUTION AND DELIVERY OF AN INDENTURE OF TRUST SECURING THE BOND; AUTHORIZING THE EXECUTION AND DELIVERY OF A LEASE AGREEMENT BETWEEN THE CITY INDUSTRIAL DEVELOPMENT CORPORATION, AS LESSEE; PRESCRIBING OTHER MATTERS RELATING THERETO; AND DECLARING AN EMERGENCY

 

Mr. Sanderson moved, seconded by Mr. Shelton to suspend the rules and place the ordinance on 2nd reading. All voted aye except Dr. Smith who abstained (Pres. of AIDC) Mr. Nix moved, seconded by Mr. Shelton to suspend the rules and place the ordinance on 3rd reading. All voted aye except Dr. Smith who abstained. Mr. Mays moved, seconded by Mr. Sanderson to approve the ordinance. All voted aye except Dr. Smith who abstained. The ordinance was given #1847. Mr. Mays moved, seconded to Mr. Nix, to include the emergency clause. All voted aye except Dr. Smith who abstained. Motion passed.

 

The following ordinance was on 3rd reading: (Stop Signs)

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Stricklin, to approve the ordinance. All voted aye. The ordinance was given the number 1848.

 

The Mayor stated that there would be a meeting for all interested concerning both Drainage Districts on Thursday, October 6, 1983, at City Hall. He explained that both districts would be represented and would answer questions from interested parties.

 

Mr. Park offered the following ordinance: (Load Limits)

 

AN ORDINANCE ADOPTING SIZE AND LOAD LIMITATIONS FOR CERTAIN VEHICLES UPON THE STREETS AND RIGHT OF WAYS IN THE CITY OF JONESBORO AS SET FORTH IN ARKANSAS STATUTES ANNOTATED SECTION 75-809 THROUGH 75-837

 

Mr. Shelton offered the following ordinance: (Annex-Curtview Acres)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; FOR ZONING AND DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

City Attorney, Judy Henson, read a letter dated September 26, 1983, addressed to Mayor Stallings stating that she felt that being City Attorney, she should not be required to represent Jonesboro City Water & Light in any land annexations.

 

Rusty Garner, manager of the Forum, invited the Council and all other interested parties to attend a 5 year celebration birthday party at the Forum. He explained that the party will be dedicated to Herbert Sanderson who has helped for many years with the Forum project. The celebration will be held October 9th at 2:00 p. m.

 

There being no further business, council adjourned.
