METROPOLITAN AREA PLANNING COMMISSION

NOVEMBER 10, 1998

 

The minutes of the October 20, 1998 were approved as prepared.

 

#1 RZ98-43 Robert Rees requested approval of rezoning from Residential R-1 to Residential R-3 and from Residential R-2 to Residential R-3 for 77 acres located in the SW 1/4, NW 1/4 and the SW 1/4, NW 1/4 of Section 24, T14N, R4E.  The general location of the property is on the east side of Commerce Drive, beginning 1/4 mile north of Highland Drive.

 

Several property owners in the area voiced opposition to this request.  Most of the concerns were the lowering of property values, fear of multi-family developments creeping into an area totally developed with single family homes, and worsening of existing drainage problems.   

 

Ms. Shaw made a motion to disapprove the request citing the potential for dense development in a designated flood plain and the fact that no development plans were formulated for the development of 80 acres wanting a blanket R-2 zoning.  The motion was seconded by Ms. Finley.  Voting was 6 in favor of the motion, 0 opposed, MOTION APPROVED, REQUEST DISAPPROVED.

 

#2 RZ98-44 J.A. Lamberth requested approval of rezoning from Residential R-1 to Commercial C-3 for 11.63 acres located in the SW 1/4, NE 1/4 of Section 16, T14N, R3E.  The general location of the property is on the west side of Joe N Martin Expressway, north  of Gleaner Drive.

 

The front 300' of Mr. Lambert’s property is all that is in the city limits.  All of the commercial/industrial uses on site were “grand fathered in” in 1989. 

 

Mr. Pitts made a motion to recommend approval of the rezoning to the City Council with the stipulation that additional access be granted to the site only if there is a frontage road and that further development would require a comprehensive development plan.  The motion was seconded by Mr. Phillips.  Voting was 6 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#3 MP98-27 Marshall Morrison requested approval of a one lot minor plat containing 2.89 acres.  The general location of the property is on the west side of Friendly Hope Road, 1/4 mile south of Woodsprings Road.

 

Dr. Beadles made a motion to approve the request subject to changing notes on the plans from proposed street to an ingress/egress easement.  The motion was seconded by Mr. Gott.  Voting was 6 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATION.

 

#4 RP98-54 Floyd Vuncannon requested approval of a replat of part of Lot 6 of F W Caldwell Subdivision and replat of Lot of Vuncannon’s Replat of part of F W Caldwell’s Subdivision.  The general location of the property is on the east side of Old Greensboro Road, north of Rios Lane.

 

A motion to approve the request was made by Mr. Pitts and seconded by Ms. Shaw.  Voting was 6 in favor, 0 opposed, REQUEST APPROVED.

 

#5 Floyd Vuncannon requested approval of site plans for an industrial building containing 6,000 sf to be located on Lot 2 of the replat of F W Caldwell Subdivision.  The general location of the property is on the east side of Old Greensboro Road, north of Rios Lane.

 

There was much discussion regarding this being an entrance to Jonesboro and how it should be kept slightly and not intrude upon nearby residents.

 

Mr. Phillips made a motion to approve the request with the following stipulations:

 

1.   That steps be taken by the developer to prevent storm water from damaging adjacent lands

2.  approval of a septic system on site

3.  Screening on the south and east sides, and fencing if neighbors want it

4.  Compliance with setbacks when adjoining residential property

5.  Submit a landscape plan for greenery on the south and west sides to staff for approval

 

The motion was seconded by Dr. Beadles.  Voting was 5 in favor, 1 absent, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#6  MP98-28 Wayne Hugg requested approval of a one lot minor plat containing .51 acre.  The general location of the property is on the east side of Parker Annex Road, north of Greenmeadow Lane. 

 

A motion to approve the request was made by Mr. Pitts and seconded by Ms. Finley.  Voting was 6 in favor, 0 opposed, REQUEST APPROVED.

 

#7 SP98-28 Wayne Hugg requested approval of site development plans for a four-plex apartment building to be built on the Wayne Hugg Addition.  The general location of the property is on the east side of Parker Annex Road, north of Greenmeadow Lane. 

 

Dr. Beadles made a motion to approve the request with the following stipulations:

 

1.  6' wood privacy fencing on the south and east sides

2.  Compliance with parking requirements and drive aisle widths

3.  Removed utility closet extension if necessary to achieve compliance

4.  Sidewalk width - minimum of 4'

5.   Revised plans to be submitted that would include above changes and a landscape plan

6. Consider using the recommendations of the MAPC regarding building placement, possibly an L shaped building, moving the building further east

 

The motion was seconded by Mr. Gott.  Voting was 6 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#8 RP98-58 Kenny Findley requested approval of a replat of Lot 5 of Forest Run Addition and Lot 16 of Mardis Second Addition along with a part the SW 1/4, NE 1/4 of Section 6, T13N, R4E.   The replat contains 4 lots on 4.10 acres.  The general location of the property is on the north side of Hummingbird Cove, west of Renee Drive and south of Jill Drive.

 

There was much discussion about drainage issues not being resolved, incomplete streets, lack of necessary drainage easements or permission from owners.  It was recommended that the owner withdraw the request and come back next month with drainage proposals to resolve the drainage.  Mr. Finley is to work with the adjoining owners to come to a resolution about the drainage pipe extension.  The owners of the adjoining property are encouraged to cooperate and grant easements and/or permission where needed to accomplish the drainage design.  If not, the water will flow where it would naturally flow.
