METROPOLITAN AREA PLANNING COMMISSION

MARCH 12, 1996

 

MEMBERS PRESENT:  Coleman, Little, Damron, McCracken, Finley, Beadles, Pitts, Shaw and Phillips 

 

MEMBERS ABSENT:  None

 

Minutes of the February 13, 1996 meeting were approved as presented.

 

#1 RZ96-5  The Craighead County Fair Association, Inc. requests approval of rezoning from R-1 to C-3 for 73.07 acres located on the south side of Johnson Avenue, east of Murray Creek Drive and west of Pomona Drive.

 

Mr. Waddell, attorney for the Fair Association, quoted parts of the zoning ordinances regarding land use, stating that this site is the best site for the fairgrounds and the citizens of Jonesboro.   Mr. Waddell presented the history of the activities on the fairgrounds for the past few years.   This property met all criteria set by the board as a new location of the fair.  All of the properties submitted as possible fair sites by UNFAIR and others all proved unsuitable based on the stated criteria and/or were not for sale.  Mr. Waddell stated that many of the properties were in the flood zone, most did not have access to city utilities.  It was pointed that the Fairview and Bellaire Subdivisions had built around the fairgrounds.  Some of those residents have stated they did not want the fair to move, that the fair had been a good neighbor.  Mr. Waddell stated that many other fairgrounds around the state were in residential areas, some are located on site with public schools.  When asked if there was a sale pending on the existing site, Mr. Waddell responded that there were no offers on the site and that an appraisal had been done on the site for $4,000,000.  Mr. Waddell pointed out that adjacent parcels of land had been rezoned to C-3 in the last few years. 

 

Ernie Peters, of Peters & Associates in Little Rock, gave traffic comparisons for the fairground property and the surrounding residential areas.  Numbers were provided related to vehicle trips in a 24 hour period for residential development and for fairground uses.  He also provided sight distances, entrance locations and discussed left turn lanes, deceleration lanes.

 

Curt Huckaby, attorney for the UNFAIR group, stated reasons for the fairgrounds to not locate on this property.  Most of the reasons given were noise, lights on late into the night, insects caused by livestock, devaluation of property, dust, traffic and being surrounded by R-1 zoning.  Several area residents also spoke in opposition.  Mr. Huckaby submitted petitions signed by many people who were opposed to the fairgrounds at this location and stated he would furnish a copy of the petitions to the MAPC to be entered into the record.

 

Ms. Finley, reading from a prepared statement, moved to deny the rezoning, seconded by Ms. Shaw.  Six voted aye, one no, one abstained, REQUEST DISAPPROVED. 

 

#2 SU96-1  Ms. Wayne House requests approval of placement of a mobile home at 3116 Strawfloor Drive.

 

Item WITHDRAWN prior to meeting.

 

#3 RZ96-4  Ridgepointe Development Corporation requested approval of rezoning from AG-1 to R-1 for 289.30 acres.  The property is located west of Ridgepointe Drive, south of Strawfloor Drive.

 

It was noted that the land was being used for R-1 uses presently.  Ms. Shaw moved to approve the rezoning, seconded by Mr. Damron.  Seven voted aye, 0 no, one abstained, REQUEST APPROVED. 

 

#4 RZ96-3  Ruben and Steven Griffin requested approval of rezoning from R-1 to C-3 for 2.784 acres located on the northeast corner of Johnson Avenue and Pleasant Grove Road.

 

Mr. Little made a motion to approve the request, subject to a plat of the property being prepared showing the right of way on both streets and subject to a site plan being submitted to the MAPC before development.  Mr. Phillips seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#5 RZ96-6  Craig Boone and Mark Osborn requested approval of rezoning from C-3 to I-1 for 1.14 acres located on the north side of Access Road, east of Willow Road.

 

Mr. Damron moved to approve the request with the stipulation that the MAPC approve the site plan prior to development, seconded by Mr. Pitts.  Eight voted aye, 0 no, REQUEST APPROVED. 

 

#6 MP96-6  Craig Boone and Mark Osborn requested approval of a minor plat containing 1.14 acres and located on the north side of Access Road, east of Willow Road.

 

Mr. McCracken moved to approve the request subject to utility easements as requested.  Ms. Shaw seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATION.

 

#7 RZ96-7  Rick Turman requested approval of rezoning from AG-1 and C-3 to I-1 for 39.62 acres located on the north side of Highland Drive, west of Moore Road.

 

Ms. Shaw moved to table this request for one month, seconded by Mr. Little.  There was discussion about whether I-2 might be more appropriate than I-1 on this site.  Property owners were not in attendance.  Eight voted aye, 0 no, REQUEST TABLED. 

 

#8 RP96-9  Darlene Antosh requested approval of a two lot replat containing 16.22 acres and located on the northeast corner of Colony Drive and Stadium Blvd.

 

Mr. McCracken, in preparation for a motion, stated that the drainage plans for this project were submitted this afternoon and the landscape design was brought to this meeting.  Staff and Commissioners have not had a chance to review either.  Motion was to table Items 8 and 9 for further evaluation by Staff.  Ms. Shaw seconded, 8 voted aye, 0 no, REQUEST TABLED.

 

#9 PUD96-1  Darlene Antosh requested final approval of plans for a Residential Planned Unit Development (PUD).  The development contains 112 units in 28 buildings on 16.22 acres.  The property is located on the north side of Colony Drive, east of Stadium Blvd.

 

Item TABLED (see above).

 

#10 FP96-1  Lamco requested final approval of subdivision plans for a commercial development.  The subdivision contains 4 lots on 15.26 acres and is located on the south side of Parker Road, on the north and south sides of Sunny Meadow Drive. 

 

Mr. McCracken moved to approve subject to the City Engineer giving final approval to the drainage plans.  Mr. Phillips seconded, eight voted aye, 0 no, REQUEST APPROVED WITH STIPULATION. 

 

#11 RP96-6  Carl Johnson requested approval of a replat of lots 1 & 2 of Carl Johnson Subdivision.  The property is located on the northwest corner of Prospect Road and Old Bridger Road.

 

Ms. Shaw made a motion to approve the replat as submitted with two lots, seconded by Mr. McCracken.  Eight voted aye, 0 no, REQUEST APPROVED. 

 

#12 MP96-5  Herb Stallings requested approval of a three lot minor plat containing .95 acre and located on the north side of Aggie Road, east of Airport Road.

 

Mr. McCracken moved to approve subject to 50' ROW to comply with MATA on Aggie Road and curb and gutter installed on Aggie at a specified distance by City Engineer.  Mr. Damron seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS. 

 

#13 PP96-5  Danny Wallis and others requested preliminary approval of subdivision plans for Ridge Run Subdivision, containing 12 lots on 3.76 acres.  The property is located on the west side of Paragould Drive, south of Shagbark Lane.

 

Mr. Little made a motion to approve subject to staff comments noting there will be some changes in lots and curb location to be done by City Engineer.  Ms. Shaw seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS. 

 

#14 PP96-3  Scott and Melissa Vaughn requested preliminary approval of subdivision plans for Luke's Run, containing 8 lots on 2.5 acres.  The property is located on the north and east sides of Old Bridger Road.

 

Mr. McCracken moved to approve subject to curb being installed across the full width of the development on Old Bridger Road at a place determined by the City Engineer and delineating easements  Mr. Pitts seconded, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#14 PP96-4  J. H. Abel requested preliminary approval of subdivision plans for Woodland Heights containing 52 lots on 19.19 acres.  The property is located on the east side of Culberhouse Street, south of Fox Run Drive.

 

Mr. Little made a motion to approve subject to staff comments, seconded by Mr. McCracken.  Eight voted aye, 0 no, REQUEST APPROVED WITH STIPULATION.
