CITY COUNCIL MINUTES, NOVEMBER 7, 1983

 

The Jonesboro City Council met in regular session, Monday, November 7, 1983, at 7:30 p. m. Present were City Attorney and all aldermen except Mr. Shelton. Vice Mayor Sanderson presided over the meeting in the absence of Mayor Stallings.

 

The minutes of October 17, 1983, were approved as mailed on motion by Mr. Park, seconded by Mr. Hannah. All voted aye.

 

The following bids were on review:

 

A) 83-23- Back Hoe & Loader. Mr. Park moved, seconded by Mr. Smith to delay or table this item for two weeks at the request of John Broadaway, Street Superintendent. All voted aye.

 

B) 83-24-Dump Truck. John Broadaway requested to accept the higher bid from O’Neal Ford on this item. Because Town and Country International could not deliver in 30 days. A motion was made by Mr. Hannah and seconded by Mr. Bridger to accept the higher bid from O’Neal Ford with the stipulation that John Broadaway and Joella Morris, Purchasing Agent, secure in writing from O’Neal Ford that they would receive their unit within 45 days. Also, that there would be a penalty if they exceed 45 days. This penalty is to be estimated by Broadaway and Morris. All voted aye.

 

CRDC request for funds for Aging Nutrition Program. Mr. Lawrence Hamilton of CRDC and several other spokesmen appeared in support of this program. The CRDC is requesting $2780.00 in revenue sharing funds for a partial match toward Title 30 and Title 3 state monies for the Aging program. Each explained to the council the need for this program. No action was taken on this item at this time.

 

Millage Resolutions: Mr. Hannah offered a resolution on Police Pension, Resolution # 1983:18. A motion was made by Mr. Hannah, seconded by Mr. Park to approve the resolution. All voted aye.

 

Millage Resolutions: Mr. Stricklin offered a resolution on Fire Pension, Resolution #1983:19. A motion was made by Mr. Hannah seconded by Mr. Mays to approve the resolution. All voted aye

 

Millage Resolutions: Mr. Park offered a resolution on Library tax, Resolution #1983:20. A motion was made by Mr. Hannah and seconded by Dr. Smith to approve resolution. All voted aye.

 

Millage Resolutions: Mr. Mays offered a resolution on General Fund, Resolution #1983:21A. A motion was made by Mr. Mays, seconded by Mr. Hannah to approve resolution. All voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ADOPTING SIZE AND LOAD LIMITATIONS FOR CERTAIN VEHICLES UPON THE STREETS AND RIGHT OF WAYS IN THE CITY OF JONESBORO AS SET FORTH IN ARKANSAS STATUTES ANNOTATED SECTION 75-809 THROUGH 75-837.

 

Mr. Hinson moved, seconded by Mr. Province, to reject the ordinance stating the proposal was unnecessary since it duplicated existing ordinances and state statutes. All voted aye except Mr. Park who passed. Motion carried.

 

An ordinance on 3rd reading regarding an annex of property at Curtview Acres was withdrawn from the agenda.

 

There being no further business, council adjourned.
