ORDINANCES & RESOLUTIONS

Resolution - Federal Funds for Transportation and Drainage Planning - Councilman Street moved, seconded by Councilman Dover to recommend pulling the resolution from the December 6th City Council agenda, until it could be determined if the area to be served should be the Metropolitan Planning area or the Metropolitan Statistical area.  All voted aye.

Resolution - Pre-Disaster Mitigation Plan - Councilman Dover moved, seconded by Councilman Street recommending a resolution be placed on the next city council agenda adopting a pre-disaster mitigation plan.  Mr. Aubrey Scott was asked to have the resolution drafted.  All voted aye.

PLANNING

City Planner Search Committee - Ms. Hackney reported the No. 1 candidate would be meeting with the Search Committee on Saturday.

ADA Compliance Status - Ms. Hackney explained worked had been delayed due to rain, but Knish was back in town and correcting some things.  Questions were asked regarding the ADA judgment, and Mayor Brodell explained they were documenting everything.

Job Description - A copy of the job description for Parking Attendant was provided as requested by Councilman Moore.

Traffic Study -   Councilman Street reported that the traffic study data was being compiled and once completed a public hearing would be set.

R-3 Zoning Changes - The ordinance had been given to City Attorney, Phillip Crego who was consulting with Mr. Jeff Hawkins.  Councilman Dover moved, seconded by Councilman Street to recommend a resolution to extend the moratorium for 45 days.  All voted aye.

STREETS & SIDEWALKS

West Nettleton Change Orders:  Councilman Dover moved, seconded by Councilman Street to accept the staff recommendation approving two change orders for the West Nettleton Project.  The first was for two signal radios at a cost of $ 3,000 each totaling $6,000 and the second was for raising concrete islands at Nettleton Circle at a cost of $7,525.00.  It was explained funding for the change orders were to come from MATA funds.  All voted aye.

Sidewalks - Ferrell & Frierson:  Regarding Frierson Street, it was explained due to the construction on Nettleton, school children may not be taking their normal route in order to avoid the construction, and sidewalks should be built based on the normal traffic pattern.  Based on the unit cost and an inaccurate pedestrian pattern it was recommended holding off on the project until the Nettleton construction was completed.  Regarding Ferrell Street, Councilman Province reported the Superintendent has agreed to bring the sidewalk down to the first street to the end of their property on the west side.

John Ed Hill Right-of-Way:  Councilman Dover moved, seconded by Councilman Street to accept Mayor Brodell’s and staff recommendations to pay John Hill $7,500 for right-of-way with the money to come from the MATA fund.

Mariott Property - Approximately two years ago, the Public Works Committee (Infrastructure Committee) had approved paying Mr. Mariott $36,500 for his property based on a previous verbal agreement between Mr. Mariott and Mr. Larry Johnson, the former Mayor’s Assistant.   The motion at that time was to pay $36,500 for the completion of Lawson Road, contingent on obtaining the Yarbrough property.  However, Mr. Mariott contended he should be paid interest because he had to borrow money to complete his portion of the verbal agreement.  Discussion followed on how to handle the matter since there was no resolution adopted by the City Council and no written contact signed.  Mayor Brodell recommended paying the additional $3,000.00, stating if the property were to be appraised today it would increase by that amount.  Councilman Street moved, seconded by Councilman Dover to accept Mayor Brodell’s recommendation to pay $39,500.00 for the Mariott property for the extension of Lawson Road.  All voted aye.

DRAINAGE

Drainage Study - It was reported that a meeting was conducted with Carter- Burgess and they were in the process of determining the improvements to be made in the South-East part of Jonesboro which include ditch/channel widening, and retention ponds.  Once they are through reviewing the recommended improvements they would put together a cost estimate.    It was explained because federal guidelines were not included in the bidding process, future drainage and traffic projects will have to be rebid.

Phase II Storm Water Review Committee:  It was explained recommendations have not been made for the formation of the Phase II Storm Water Review Committee.  Ordinances are to be in place by the end of the year as the plan is submitted by ADEQ.  Mr. Martin was asked to request a six month extension allowing for a public hearing and recommendations by the citizens review committee.

Mahon Property:  It was reported the bid was much higher than projected.  Mr. Martin recommended holding off until summer time when the work could be done at a cheaper cost.  Mr. Martin was asked to do a temporary fix with the understanding that the City will do a permanent fix when the weather is dry.

Worley Property:  Mr. Aubrey Scott stated he had received a letter from Mr. Bernie Auld and the recommendation was to do a temporary fix with the understanding that the City will do a permanent fix when the weather is dry.  It was explained additional easements would have to be acquired.

Marshall Estates:  Mayor Brodell provided a preliminary plan proposal for correcting the drainage problems at Marshall Estates with an estimated cost of $249,000.00.  It was explained  when a 30 inch culvert under Matthews was replaced by 7 foot by 4 foot culvert it eliminated what was a detention  pond in Marshall Estates and put the water on to Rolland Street.  City Attorney Crego was asked to research the matter regarding a detention pond being abandoned without Council authorization, and if there is any legal recourse the City can take against the party responsible for authorizing the building of a home in that area.  City Attorney Crego reported he was aware a lot had been sold and developed that was intended for a detention pond.

SANITATION & LANDFILL

Mr. Royce Leonard provided information showing the revenue and expenditures as of November 30, 2004.  He explained the expenditures included fixed assets.  It was reported the City was approximately 20% below private market price, had increased its customer base, and was no longer losing money in comparison with previous years.

Discussion was held regarding Mayor Brodell’s 2005 proposed budget and the landfill costs.  The original cost to close the landfill was $250,000 but had been adjusted in the 2005 budget to $400,000.  Mayor Brodell explained more had been requested in order to make sure there was enough funds to cover the cost.  He explained the additional funds would be for dirt to cover the landfill and that had to be compacted. (100,000 yards @ $4.00 a yard).  Councilman Farmer questioned Mayor Brodell regarding the cost for developing the new landfill.  The amount of $750,000 had been reduced to $607,000, and Mayor Brodell explained the dirt cost was less.  Councilman Farmer stated he was under the impression that the $607,000 was for all of Phase I.  Mayor Brodell responded the $607,000 is the cost for everything for 1 year.  Councilman Farmer explained Phase I is for 12 acres for a useful life of 6.6 years.  Mayor Brodell explained the amount originally recommended by Mr. Shawki Al-Madhoun, of Northstar Engineering, of 2.5 million dollars was for all three phases.  Councilman Farmer stated in an email received today, Mr. Al-Madhoun estimated the cost for all three phases for 33 acres was just under 5.6 million dollars.  He further explained Mr. Al-Madhoun estimated for Phase I a cost of over 2 million dollars (not $607,000).  It was stressed that in order to make an informed decision for the 2005 budget, accurate figures must be provided.

BUILDING, PROPERTY, & PARKING

Monroe Street Parking Improvements:  Councilman Street moved, seconded by Councilman Province to open up the parking lot, eliminating two parking spaces subject to meeting ADA requirements.  All voted aye.

CWODNA & St. Bernard’s Lease Agreements:  Councilman Dover moved, seconded by Councilman Street to place both lease agreements on the next agenda for full council approval.  All voted aye.  The lease agreements were not available for review by committee members.

Citizens Street Parking Spaces:  At the request of Councilman Province, Mr. Ron Shipley was asked to research the process for doing away with two parking spots on Citizens’ Street besides Stone’s Pharmacy.

Engines Inc.:  Mr. Terry Bare stated he had been asked to address the committee regarding a request by Engines Inc.  They were requesting the City of Jonesboro to dig a ditch from the outfall pipe to the next adjoining pipe located on city property.  Mr. Robert Hendrix explained there was no drainage for the property.  All parties involved were asked to get with the appropriate city employees and have a recommendation available at the next committee meeting.

ADJOURNMENT

Councilman Dover moved, seconded by Councilman Street to adjourn.  All voted aye.
