The Metropolitan Area Planning Commission met on Thursday, July 10, 1986 in the Council Chambers, 314 W. Washington. The meeting was called to order at 7:00 p.m. by Chairman
Johnny White. The requests considered are as follows:
MEMBERS PRESENT: Ms. Barber, Mr. Orr, Mr. White, Mr. McCracken, Mr. Vance, Mr. Lusby, Mr. Blalock, Mr. Sloan
MEMBERS ABSENT: Mr. Hunt
ASSISTING: Jeff Gibson, Brian Wadley, Greg Moody
The minutes of the June 12, 1986 meeting were approved as written.
#1 Pete Mead requests a replat of Lot 3B and Lot 4B of the 1st replat of Mead’s Development Addition to the City of Jonesboro. The general location of this property is east of Mead Drive.
Item was WITHDRAWN.
#2 Jimmy and Mary Mothershed requests a replat of Lots 2 and 3, Block 10 of Cartwright and French Addition. The general location of this property is south of Berry St. and east of French St.
A motion to approve this request was made by Mr. Vance subject to the right-of-way on French Street being increased from 20' to 30'. The motion was seconded by Ms. Barber. All members present voting aye. MOTION PASSED.
#3 R. P. and Ethel Quackenbush requests a replat of Lot 31, Block A of Fox Meadow Village. The general location of this property is north of Oakbrook Drive.
Mr. McCracken made a motion to approve this request, the purpose of which is to clarify a drainage easement. The motion was seconded by Mr. Vance. All members present voting aye. MOTION PASSED.
#4 Quillen and Stella Tate requests a replat of Lot 4, 13-17, 19 & 20, 22 & 23 and Lot 27 of Ranchette Acres Subdivision. The property is described as a part of the south half of the Southwest Quarter, Section 6, and a part of the north half of the Northwest Quarter of Section 7, all in Township 14 North, Range 4 East and Lot 1 in Block D. The General location of this property is north of Bettie Street and west of Highway 141.
A motion to approve this request was made by Mr. Lusby and seconded by Mr. Vance. All members present voting aye. MOTION PASSED.
#5 Nathan and Betty Pack requests approval of Plans for Woodland Hills 8th Addition, a subdivision located on a part of the Northwest Quarter, Northeast Quarter of Section 25, Township 14 North, Range 3 East. The property is zoned Residential One (R-1) and will have 4 lots. The general location of this property is west of Wood Street and east of Redbud.
Mr. Orr made a motion to approve this request noting that this request is for a replat and for preliminary and final approval. The motion was seconded by Mr. Vance. All members present voting aye. MOTION PASSED.
#6 Hillpoint Development Corporation request final approval of plans for Southridge Subdivision, Phase I, a subdivision located on a part of the Northwest Quarter, Southeast Quarter, and a part of the Northeast Quarter, Southeast Quarter, a part of the Southwest Quarter, Southeast Quarter, Section 30, Township 14 North, Range 4 East. The development covers 70.67 acres, more or less, various zonings and will have 58 lots. The general location of this property is north of U.S. Highway 63 and west of Highway 1B.
Mr. Vance made a motion to approve this request with the following stipulations: 1) that the 100’ drainage easement is to be used for drainage only and for no other purpose, 2) that the right-of-way of 10' on the south side of Block D be eliminated, 3) and that the record show that the spoil is existing. The motion was seconded by Mr. McCracken. Those voting aye were Mr. Sloan, Mr. Blalock, Mr. Vance, and Mr. McCracken, Mr. Orr, Ms. Barber. Those abstaining were Mr. Lusby. MOTION PASSED.
#7 Hillpoint Development Corporation requests a zoning classification for Southridge Subdivision by Blocks. Blocks A, B, C, D and G - Residential One (R-1), Block E - Residential Two (R-2) and Block F - Commercial Four (C-4).
Mr. Vance made a motion to approve this request, the purpose of which is to clarify the zoning.
The clarification is for the previous descriptions to adhere to the block map. These zonings are confirmed and take precedence over any prior zoning. The motion was seconded by Mr. Orr. All members present voting aye. MOTION PASSED.
#8 this item was inadvertently omitted from the agenda but went as follows. The Bank of Northeast Arkansas requests a replat of a part of the Northeast Quarter of the Southeast Quarter of Section 20, Township 14 North, Range 4 East, Jonesboro, AR.
A motion to approve this request was made by Mr. McCracken and seconded by Mr. Lusby. All members present voting aye. MOTION PASSED.
