AN ORDINANCE PROVIDING CERTAIN TRAFFIC CONTROL DEVICES; PROVIDING PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

BE IT ORDAINED AND ENACTED by the City Council of the City of Jonesboro, Arkansas:

 

Section 1: The City Council finds and declares that the conditions of traffic is such as to endanger the traveling public and pedestrians on certain streets and at certain intersections and that certain traffic control devices are to be established and placed on the following streets.

 

1. Twelve (12) minute parking on Jackson Street from the alley east to Church. Thirty (30) minute parking on the South side of Jackson from Main Street to the alley and also the entire North side of Jackson from Church west to Main.

2. Stop signs to be placed at the intersection of Forrest Home Road and Bittle Streets; making this a four-way stop.

3. Stop signs to be places at the following intersections in the Candlewood Estates Addition to the City of Jonesboro:

a. Candlewood & Neeley Rd; traffic on Candlewood to yield to traffic on Neeley:

b. Candlewood & Deerwood; traffic on Candlewood to yield to traffic on Deerwood;

c. Candlewood & Aspen; traffic on Aspen to yield to traffic on Candlewood;

d. Candlewood & Ashwood; traffic on Ashwood to yield to traffic on Candlewood;

e. Ashwood & Ashwood Circle; traffic on Ashwood Circle to yield to traffic on Ashwood;

f. Deerwood & Aspen; traffic on Aspen to yield to traffic on Deerwood;

g. Springwood & Springwood Circle; traffic on Springwood to yield to traffic on Springwood Circle;

h. Springwood & Oakwood Circle; traffic on Oakwood Circle to yield to traffic on Springwood;

 

4. 20 MPH speed zone on Dupwe from West Nettleton south to Rosemond Street.

 

Section 2: The drivers of all vehicles shall obey all traffic control signs per instruction on the face thereof.

 

Section 3: The Chief of Police or some person designated by him is hereby directed to place and locate upon the above described streets and at the proper intersections, appropriate signs designating traffic control as set out above and it shall be unlawful for any person, firm, or corporation to tear down, remove or mutilate said signs.

 

Section 4: Every person convicted of a violation of any provision of this ordinance shall be punished by a fine of not more than $100.00.

 

Section 5: All ordinances and/or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict.

 

Section 6: It is hereby found and declared by the City Council that due to increasing traffic congestion and lack of traffic control devices on certain streets and at certain intersections, there is a great possibility that failure to have these control devices as set out above will cause danger to life and property; therefore, an emergency is hereby declared to exist and this ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect and be in full force from and after its passage and approval.
