CITY COUNCIL MINUTES - SEPTEMBER 17, 1984

 

The Jonesboro City Council met in regular session, Monday, September 17, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all aldermen except Mr. Bridger.

 

The minutes of September 4, 1984, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Nix. All voted aye

 

After a discussion between residents of Merrywood subdivision and the Council concerning drainage of the subdivision, Mr. Park moved, seconded by Mr. Stricklin, to table the matter until Mayor Stallings has a chance to meet with the builder or builders of the property to correct drainage that was to be developed before constructing homes. All voted aye. Motion passed.

 

The following ordinance was on 3rd reading: (Annex prop. Spence Circle)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Park moved, seconded by Mr. Stricklin, to adopt the ordinance. All voted aye. The ordinance was given the number 1888.

 

Mr. Hinson moved, seconded by Mr. Shelton, to allow placement of a house trailer at 1523 Logan Street. All voted aye.

 

Mr. Shelton offered the following ordinance: (Annex prop. w of Oak Forest)

 

AN ORDINANCE ANNEXING ALL OF THE NE QUARTER OF THE SW QUARTER AND ALL OF THE NW QUARTER OF THE SW QUARTER LYING SOUTH AND EAST OF WOOD SPRINGS ROAD IN SECTION 26, TOWNSHIP 14 NORTH, RANGE 3 EAST; AND LOT 1 OF SCHROEDER SUBDIVISION OF PART OF THE SE QUARTER OF THE NW QUARTER OF SECTION 26, TOWNSHIP 14 NORTH, RANGE 3 EAST, TO THE CITY OF JONESBORO, ARKANSAS

 

Mr. Hannah moved, seconded by Mr. Blevins, to suspend the rules and place the ordinance on 2nd reading. All voted aye. Motion passed. (Mr. Nix abstained)

 

The following ordinance was on 2nd reading: (Animal Control Officer)

 

AN ORDINANCE TO AMEND ORDINANCE #1803 WHICH WAS AN ORDINANCE TO AMEND ORDINANCE #1651 BEING AN ORDINANCE TO AMEND ORDINANCE #1266 AS AMENDED, THE SAME BEING AN ORDINANCE PRESCRIBING CERTAIN RULES AND REGULATIONS WITH RESPECT TO THE CARE AND KEEPING OF DOGS WITHIN THE CITY OF JONESBORO AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading: (Leasing of parking space)

 

AN ORDINANCE AMENDING ORDINANCE #1638, BEING AN ORDINANCE DESIGNATING MAXIMUM TIME LIMITS FOR PARKING ON CITY STREETS AND PARKING LOTS WITHIN THE CITY OF JONESBORO, ARKANSAS; AND FOR OTHER PURPOSES

 

Mr. Shelton moved, seconded by Mr. Hannah, to amend the ordinance by removing Section 1 which dealt with raising fines for parking longer than 2 hours. All voted aye. Motion passed.

 

The following ordinance was on 3rd reading: (Rezone - I-1 to R-3 - Blaylock sub-div)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE; PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Shelton, to adopt the ordinance with the emergency clause. All voted aye. Motion passed. The ordinance was given the number 1889.

 

The following ordinance was on 3rd reading: (Traffic cont. Annie Camp)

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Shelton, to amend the ordinance by removing under Section 1 paragraph “A” dealing with a four was stop at the intersection of Gee and Matthews. All voted aye. Motion passed. Mr. Hannah moved, seconded by Mr. Hinson, to adopt the amended ordinance with the emergency clause. All voted aye. Motion passed. The ordinance was given the number 1890.

 

Mr. Hannah moved, seconded by Mr. Nix, to appoint Mrs. Frances Kemp and Mrs. Barbara Weinstock to the Forum Commission. All voted aye.

 

Mr. Shelton moved, seconded by Mr. Park to allow the purchasing department to send out bids to replace existing heating & cooling equipment at the Community Center building. All voted aye.

 

Mr. Hannah asked that the Finance Committee meet with the Mayor in the next two weeks to discuss the problem of obtaining an elevator at City Hall and/or move the Council meetings to another location.

 

Mr. Mays asked that the Police Department study traffic control on Thorn. He stated that no parking signs and speed limit signs should be placed.

 

Mr. Nix moved, seconded by Mr. Park to ask City Water & Light to install an automatic light at the corner of Matthews and Gee. All voted aye.

 

Finance Director, Herb Davis, stated that there is going to be a public hearing dealing with the Cable T.V. ordinance on Monday, September 24, 1984, at 7:00 p.m.

 

Mr. Stricklin moved, seconded by Mr. Hinson to reappoint Dan Urton to the Forum Commission. All voted aye.

 

There being no further business, council adjourned.
