METROPOLITAN AREA PLANNING COMMISSION
JUNE 12, 2001

The minutes of the April 10, 2001, May 8, 2001 and May 16, 2001 meetings were approved as prepared.
#1 RZ01-10 Elaine Hallum & Joe Heinemann requested rezoning, from C-3 Commercial and R-1 Residential to C-4 Commercial, of a part of Lot 13 of Senter & Co’s Addition (1.078 acres), generally located at the northwest corner of Highland Drive and Wofford Street.
A motion was made by Mr. Damron and seconded by Mr. Gott to table the request due to lack of representation. Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST TABLED.
#2 RZ01-16 Sam Hester requested rezoning, from R-2 Residential to C-5 Commercial, of Lot 8, Block 11 of Flint’s Addition located at 418 West Matthews Avenue.

#3 RZ01-19 The City of Jonesboro and the Jonesboro Industrial Development Commission requested approval of rezoning from Residential R-1 to Industrial I-2 for all of the NE 1/4 of Section 32, T14N, R5E less two tracts containing 2.33 acres, and all of the SE 1/4 of the NW 1/4 of Section 32, T14N, R5E, containing approximately 200 acres in all. The general location of the property is on the south side of C W Post Road, on the east side of Cottage Home Road.
Mr. Damron made a motion to recommend approval of the rezoning to the City Council with Mr. Gott making the second. Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED.
#4 RZ01-20 J. Gardner Lile requested approval of rezoning from Residential R-1 to Industrial I-1 for 5.57 acres located on a part of the east ½ of the SW 1/4 of Section 15, T14N, R4E. The general location of the property is on the west side of Airport Road, north of the Cotton Belt Railroad and south of the Moose Lodge.
Mr. Lile explained that plans for this property were to develop it with mini-warehouses. Mr. Lile further informed the commissioners that the tract is adjacent to the railroad, is in the vicinity of three night clubs and is zoned R-1. A request for rezoning to Residential R-3 was rejected a few years ago. The projected use in the land use plan is university purposes.
Mr. Phillips made a motion to recommend approval to the City Council with a limited use restriction to mini-warehouses and requiring a site plan to be submitted to city staff for approval. If staff is uncomfortable with the site plan it should be referred to the MAPC. Mr. Damron seconded the motion. Voting was 4 in favor, 1 opposed, MOTION FAILED, REQUEST APPROVED.
#5 RZ01-21 James L. Carter requested approval of rezoning from Residential R-2 to Commercial C-2 for Lots 29 & 30 of Howard’s Addition. The general location of the property is on the west side of Central Street, south of Nettleton Avenue and east of Una Street.
Mr. Phillips made a motion to recommend approval to the City Council with the stipulation that the base flood elevation be added to the plat as noted by the City Engineer due to location in the flood plain. The motion was seconded by Mr. Johnson. Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.
#6 RZ01-22 David Abernathy requested approval of rezoning from Residential R-1 To Commercial C-3 for 3.69 acres located on a part of the south ½ of the NW 1/4 of Section 10,T14N, R4E. The general location of the property is on the north side of Johnson Avenue, west of Pleasant Grove Road and south of Hudson Drive.
Mr. Phillips made a motion to recommend approval to the City Council with the stipulation that a site plan be submitted to city staff for approval. If staff is uncomfortable with the site plan it should be referred to the MAPC. Mr. Damron seconded the motion. Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.
#7 RZ01-23 Ollie Batie, and Paul Prunty, representing the estate of Jessie Lee Martin, requested approval of rezoning from R-2 to Commercial C-5 for three lots located at 803, 805 and 807 Logan Avenue.
With the exception of the corner lot on the northwest corner of Logan Avenue and Fisher Street which is owned by the City of Jonesboro, this rezoning will rezone the entire block between Fisher and Patrick, and between Logan and E. Matthews to C-5.
Mr. Gott made a motion to recommend approval of the rezoning to the City Council with the with the stipulation that a site plan be submitted to city staff for approval. If staff is uncomfortable with the site plan it should be referred to the MAPC. The motion was seconded by Mr. Damron. Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.
#8 SU01-9 Karen Daniels requested approval of placement of a manufactured home on the east side of Richardson Road in the 4200 block.
A motion to approve the request was made by Mr. Damron and seconded by Mr. Phillips. Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED.
#9 SU01-10 Brenda Lowery requested approval of placement of a manufactured home adjacent to 6016 Harrisburg Road.
A motion to approve the request was made by Mr. Gott and seconded by Mr. Phillips. Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED.
#10 FP01-4 Kent Arnold requested final plat approval for the subdivision of 6.521 acres into 24 residential lots, to be known as Boston Proper Subdivision, generally located east of Richardson Road and South of Colony Drive.
Mr. Damron made a motion to approve the request acknowledging the length of the cul-de-sac exceeds the maximum length and subject to compliance with the following stipulations:
1. Granting a 15' utility easement on the back of all lots on both the north and south sides without conflicting with the drainage easements
2. List the station number on the curb cuts at the entrance to Richardson Road
3. Clarify pipe sizes (listed as differing sizes on separate sheets) on the inlet box on the profile view and grading plan going out to the north
4. Providing access to adjacent lands on the east and south sides in the next phase
The motion was seconded by Mr. Gott. Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.
#11 PP01-4 Ruben Griffin, aka SWAK Properties, LLC, requested preliminary approval of subdivision plans for Darr Hill Road Addition, and a replat of Lot 35 of Benton Subdivision. The development contains 19 lots on 64.83 acres and is generally located on the east side of Darr Hill Road, north Pam Drive and Martha Drive.
ITEM WITHDRAWN BY GEORGE HAMMAN after discussion of some issues that need to be addressed on the plan including drainage, health department approval, and street right of way for the unnamed street on the west side.
#12 SP01-1 Beckwood, Inc. requested approval of site development plans for a commercial development containing 63,000 square foot on 6.16 acres. The general location of the property is on the south side of Southwest Drive, east of Wimpy Lane.
ITEM WITHDRAWN BY BOB WOOD after discussion of some issues that need to be addressed on the plans including compliance with stipulations set forth by the MAPC on 3-13-01. There were also questions regarding the length of the building, the drainage on this site and to the south, and fire department access to the rear of the building.
#13 RP01-30 Carroll Caldwell, Fred Dacus and Denver Dudley requested approval of a replat of Lot 1, Block B of Gladiolus Commercial Addition into three lots. The general location of the property is on the north side of Gladiolus Drive, west of Harrisburg Road.
There was concern expressed regarding the extension of Gladiolus Drive and the possible reduction in pavement width. Carroll Caldwell informed the Commissioners that he had a commitment back in 1991 from the City to provide the street widening and curb and gutter for the north side of Gladiolus Drive. The Commissioners informed Mr. Caldwell that the MAPC could not obligate the City to make any improvements and that he would need to address this to the Mayor and City Council; however, the MAPC is very interested in seeing the continuation westward of Gladiolus Drive to Culberhouse to provide an east/west connection south of the bypass.
Mr. Damron made a motion to approve the replat only. The motion was seconded by Mr. Gott. Voting was 5 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED.
