Metropolitan Area Planning Commission Special Session Minutes

March 30, 1956

body

The City Planning Commission of Jonesboro, Arkansas, met in special session on March 30, 1956, at 7:30 P.M. in the City Council Chamber of the Jonesboro City Hall.

MEMBERS PRESENT:  Planning Commissioners Jesse Banks, Charles Frierson, A.L. Hendrix, Mrs. Clifford Hill, Minor Markle, Elmer Stuck,  and Neal Thayer.

OTHERS PRESENT:  Herbert J. Parker.

MEMBERS ABSENT:  Planning Commissioners Dean Ellis and Lloyd Rebsamen.

Chairman Frierson stated that this meeting had been called at the request of Herbert J. Parker, who is submitting preliminary plans for a subdivision on Nettleton Avenue, east of the Country Club, which presently is outside of the city limits, but Mr. Parker intends to request annexation of the territory and desires to plan the subdivision in accordance with the City Planning Ordinance.

After discussion, the Planning Commission makes a matter of record the desirability of a possible future street extending from Nettleton Avenue northerly at some point between Caraway Road and Kitchen Street.  It was agreed that the probable desirable place at this time is on a 40 acre line, which is not the property line between a 40 acre tract owned by Dean Ellis and a 40 acre tract owned by Herbert J. Parker and associates.  The Planning Commission expressed, as a matter of future policy, that a right of way should be preserved at approximately this point for a future street extending from Nettleton Avenue northerly to East Washington and East Matthews Streets as they may be in the future be extended, but that the exact location be determined at a future planning session.

The Planning Commission approved in principle a dead end street, as shown on the Club Subdivision Preliminary Plan, in excess of 400’ long as required by the ordinance, provided the width of right of way dedicated in this instance be 60’.

There was also a discussion on the preservation of right of way parallel to Nettleton Avenue, now a major highway, and agreed that a strip should be preserved to a width of 60’ northerly from the center of the highway.

Meeting adjourned.
