Minutes for the City Council meeting on December 5, 1960

The City Council of the City of Jonesboro, Ark., met in regular session at City Hall, Monday night, December 5, 1960, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Parks, Williams, Sammons, Smith, Brickell, Heern, Snow, Kenward, Field, Griffin, Copeland and Ebbert.

 

Mr. Copeland offered the following resolution:

 

RESOLUTION TO LEVY A .6 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE COMMUNITY CENTER

 

Mr. Copeland made the motion seconded by Mr. Sammons that the resolution be adopted. Roll was called. All aye. Motion carried. The resolution was given the number 1960:15.

 

Mr. Snow offered the following resolution concerning the Police Pension tax to remain at .7 mills. Roll was called. Voting aye - Sammons, Heern, Snow and Field. Voting no - Parks, Williams, Smith, Brickell, Kenward, Griffin, Copeland and Ebbert. Motion failed. The resolution was offered then by Mr. Ebbert seconded by Mr. Smith that the millage tax be .6 and on calling the roll, all voted and the motion carried. Resolution follows as it was adopted.

 

RESOLUTION TO LEVY A .6 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE POLICEMAN’S PENSION AND RELIEF FUND

 

The resolution was given the number 1960:16.

 

Mr. Copeland offered the following resolution and moved for its adoption with Mr. Ebbert seconding. Roll was called. All aye. Motion carried.

 

RESOLUTION TO LEVY A 1 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE CITY LIBRARY TAX

 

The resolution was given the number 1960:17.

 

Mr. Heern offered the following resolution concerning 5 mills for the City general tax and moved for its adoption with Mr. Kenward seconding. Roll was called. Voting aye - Parks, Heern and Kenward. Voting no - Williams, Sammons, Smith, Brickell, Snow, Field, Griffin, Copeland and Ebbert. Motion failed.

 

RESOLUTION TO LEVY A 5 MILL TAX ON ALL REAL AND PERSONAL PROPERTY IN ORDER TO CARRY ON THE CITY GOVERNMENT

 

Mr. Smith offered the following resolution and Mr. Sammons moved for its adoption with Mr. Heern seconding. Roll was called. All aye. Motion was carried.

 

RESOLUTION TO INCREASE THE POLICE FORCE

 

The resolution was given the number 1960:19.

 

Mr. Heern again made the motion seconded by Mr. Kenward that the following resolution for 5 mills to be levied for the City general tax be adopted. On calling the roll, the following voted aye: Parks, Williams, Sammons, Smith, Brickell, Heern, Kenward, Copeland and Ebbert. Voting no - Snow, Field and Griffin. The resolution was adopted and passed this time.

 

RESOLUTION TO LEVY A 5 MILL TAX ON ALL REAL AND PERSONAL PROPERTY IN ORDER TO CARRY ON THE CITY GOVERNMENT

 

The resolution was given the number 1960:18.

 

Mr. Snow made the motion seconded by Mr. Heern that the Jonesboro Garden Clubhouse be placed on Lots 49 and 50 if it complies with the building zone and regulations. Roll was called. All aye. Motion carried.


The City Clerk read the following ordinance and it was placed on the first reading:

 

AN ORDINANCE FIXING THE SALARY OF THE CITY CLERK OF THE CITY OF JONESBORO, ARKANSAS; DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES

 

Mr. Kenward made the motion seconded by Mr. Sammons that the rule be suspended and the ordinance be placed on the second reading. Roll was called. Voting aye - Parks, Williams, Sammons, Smith, Brickell, Kenward, Field, Griffin, Copeland and Ebbert. Voting no - Snow and Heern. There being 10 ayes and 2 nays, the motion carried. After the ordinance was read, Mr. Sammons made the motion seconded by Mr. Field that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All members voted aye, except Snow and Heern. With 10 ayes and 2 nays, the motion carried. Mr. Kenward then moved for the ordinance to be adopted with Mr. Sammons seconding. Roll was called. Snow and Heern voted no and all other members voted aye. There being 10 ayes and 2 nays, the Mayor declared the ordinance adopted. Roll was called on the emergency clause and all voted aye, except Snow and Heern. The ordinance was given the number 1019.

 

Mr. Snow made the motion seconded by Mr. Brickell that the bills as okayed by the Finance Committee be paid. Roll was called All aye. Motion carried.

 

There being no further business, Council voted unanimously to adjourn.
