Metropolitan Area Planning Commission Special Session Minutes

January 20, 1955

body

The City Planning Commission of Jonesboro, Arkansas, met in special session on January 20, 1955, at 9:30 A.M., in the Chamber of Commerce Office.

MEMBERS PRESENT:  Charles Frierson, Elmer Stuck, Mrs. Clifford Hill, Jesse Banks, Lloyd Rebsamen, Al Hendrix, Neal Thayer, and Dean Ellis.

OTHERS PRESENT:  Mayor H.H. Sanderson, William S. Bonner and Eric Lane of the University of Arkansas Planning Division.

MEMBERS ABSENT:  Minor Markle.

The meeting was called to order by Chairman Charles Frierson, and this being a special meeting, minutes of the previous meeting were dispensed with.

Mayor Sanderson and Chairman Frierson explained that on January 17
th the City Council had passed the regular ordinance making the City Planning Commission a legally constituted body.

Accordingly, it was moved by Mrs. Hill, seconded by Dean Ellis, and carried that the Commission reaffirm its organizational meeting and the election of its officers.

Accordingly, it was moved by Lloyd Rebsamen, seconded by Elmer Stuck and carried that the Commission reaffirm adoption of its by-laws.

The Mayor and Secretary gave a short report on their visit to the City of Newport and discussion with the Newport Mayor, Chairman, Secretary and Street Committee of the Newport Planning Commission.

Mr. Bonner reviewed at some length his proposal to the Commission for the services of the University of Arkansas in assisting the Jonesboro Planning Commission. After a lengthy discussion, it was moved by Dean Ellis, seconded by Elmer Stuck, and passed that Mr. Bonner be requested to submit another proposal which would include three points, as follows:

1. The preparation of a suitable map which could be used as a legal, major street plan.

2. The preparation of the existing major street plan.

3. The preparation of new sub-division regulations.

And make available the assistance of his organization in carrying these three (3) proposals through the public hearings and necessary legal procedures for adoption.

The Commission, as a matter of policy, committed itself to begin planning, in a limited, practical manner, and consider first the problems most vital at present to the City of Jonesboro, rather than entering immediately upon a major comprehensive plan.

The Commission unanimously expressed its appreciation to Mr. Bonner and Mr. Lane for their visit and for their excellent discussion.

Unless called sooner by the Chairman, it was agreed that the next meeting would be, as set up in the by-laws, at the regular time, which will be February 10th, at 9:30 A.M.

Meeting adjourned.
