Minutes for the City Council meeting on December 20, 1971

The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, December 20, 1971, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Park, Dr. Bowers, Williams, Darling, Stricklin, Minx, Smith, Bowers, Harris, Johnson and Knight.

 

After a request from Roscoe Brown that sidewalks be put in the Annie Camp Jr. High area, Dr. Bowers moved with Mr. Minx seconding the motion that the Street Committee make a study and recommend back to council. All members voted aye and the motion carried.

 

Herbert Parker donated a piece of property on Hope & Allis, size, 200 x 200 feet to the city. Mr. Knight moved with Mr. Stricklin seconding the motion that the City accepts his donation.  All other members voted aye and the motion carried. Passing were: Dr. Bowers, Darling & Bowers.

 

Mr. Darling moved with Dr. Bowers seconding the motion that the Apostolic Church be given permission to solicit funds for a period of 30 days. All members voted aye and the motion carried.

 

2nd reading on an Ordinance annexing property in the ASU area.

 

2nd reading on an Ordinance to raise building permit fees.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1204, SAME BEING AN ORDINANCE PROVIDING FOR THE BUILDING CODE FOR THE CITY OF JONESBORO, ARKANSAS

 

Mr. Pierce moved, with Mr. Stricklin seconding the motion that the rule be suspended and the Ordinance be placed on the third and final reading. All voted aye and the motion carried. Mr. Johnson then moved with Mr. Bowers seconding the motion that the Ordinance be adopted. All aye and the motion carried. Motion by Johnson, seconded by Bowers to adopt the Emergency Clause passed unanimously. (#1318 Building fees increase)

 

Mr. Nix moved with Mr. Bowers seconding that the Ordinance on its third reading that pertained to speed limit on Belt St. be amended to read 20 MPH instead of 15 MPH. All voted aye and the motion carried.

 

AN ORDINANCE DESIGNATING THE MAXIMUM SPEED LIMIT ON BELT STREET FROM DRAKE STREET TO CHURCH STREET; AND FOR OTHER PURPOSES

 

Mr. Knight then moved with Mr. Bowers seconding the motion that the Ordinance be adopted. All aye and the motion carried. Motion by Knight, seconded by Johnson to adopt the Emergency Clause passed unanimously. #1319

 

3rd reading on One-way Streets in the North & South School area.

 

3rd reading on bringing Plumbing code up to date.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 849 SAME BEING AN ORDINANCE PROVIDING FOR THE PLUMBING CODE FOR THE CITY OF JONESBORO, ARKANSAS

 

Mr. Knight then moved with Mr. Bowers seconding the motion that the Ordinance be adopted. All aye and the motion carried. Motion by Knight, 2nd by Bowers to adopt the Emergency Clause passed unanimously (Ordinance #1320)

 

3rd reading on an Ordinance to annex property in the Industrial Park.

 

AN ORDINANCE ANNEXING A FOUR (4) ACRE SQUARE IN THE NORTHWEST CORNER OF THE NW ¼ NE ¼, 38 ACRES IN THE NE ¼ NW ¼ AND 1/5 ACRES IN THE NW ¼ NW ¼ ALL IN SECTION TWENTY-SIX (26), TOWNSHIP FOURTEEN (14) NORTH RANGE FOUR (4) EAST TO THE CITY OF JONESBORO, ARKANSAS

 

Mr. Knight moved with Mr. Pierce seconding the motion that the Ordinance be adopted. All aye and the motion carried. Motion by Mr. Knight, second by Pierce to adopt the Emergency Clause passed unanimously. (Ordinance #1321)

 

Mr. Minx moved with Mr. Knight seconding the motion that the City sell 3.8 acres located in the Industrial Park to Bill Hurt for $12,500 dollars. All voted aye and the motion carried.

 

Dr. Bowers moved with Mr. Minx seconding the motion that the appeal Ordinance that was on its third reading be amended by changing the wording in certain sections. Mr. Park voted nay and all other members voted aye. Motion carries.

 

AN ORDINANCE TO PROVIDE FOR PROCEDURES FOR APPEAL FROM DECISIONS FROM CITY COMMISSIONS AND BOARDS OF THE CITY COUNCIL DIRECTLY TO THE CITY COUNCIL

 

Dr. Bowers then moved with Mr. Darling seconding the motion to adopt the Ordinance. Mr. Park voted nay and all other members voted aye. Motion carried. Motion by Dr. Bowers, seconded by Mr. Darling to adopt the Emergency Clause passed unanimously. (Ordinance #1322)

 

2nd reading on NO PARKING on certain streets.

 

Mr. Harris offered the following Ordinance for its 1st reading:

 

AN ORDINANCE TO ENTER INTO AN AGREEMENT WITH S.W. BELL TELEPHONE CO. SETTING AN AMOUNT OF LICENSE TO BE PAID PER YEAR

 

Mr. Harris moved with Mr. Bowers seconding the motion that the rule be suspended and the Ordinance be placed on the second reading. All voted aye and the motion carried. Mr. Johnson moved with Mr. Pierce seconding the motion that the rule be further suspended and the Ordinance be placed on the third and final reading. All aye and the motion carried. Mr. Knight then moved with Mr. Johnston seconding the motion that the Ordinance be adopted. All aye and the motion carried. Motion by Darling, seconded by Smith to adopt the Emergency Clause passed unanimously. The ordinance was given the number 1323.

 

Mr. Knight moved with Mr. Pierce seconding the motion that the bills as okayed by the finance committee be paid. All members voted aye and the motion carried.

 

There being no further business, Council voted unanimously to adjourn.
