Metropolitan Area Planning Commission Minutes

January 13, 1955

body

The City Planning Commission of Jonesboro, Arkansas, met in regular session on January 13, 1955, at 9:30 A.M., in the Chamber of Commerce Office.

MEMBERS PRESENT: Elmer Stuck, Mrs. Clifford Hill, Charles Frierson, Jesse Banks, Lloyd Rebsamen, Al Hendrix, and Neal Thayer.

OTHERS PRESENT: Mayor H.H. Sanderson.

MEMBERS ABSENT: Dean Ellis and Minor Markle.

The meeting was called to order by Chairman Charles Frierson and the minutes of the meeting held January 5, 1955, were read and approved.

Following discussion on the proposed ordinance creating the Jonesboro Planning Commission, Chairman Frierson reviewed, in its entirety, the ordinance suggested by W.S. Bonner of the University of Arkansas, and Chairman Frierson gave his opinion that the ordinance would suffice in this instance.

Some discussion developed on the terms for the members of the planning commission, and it was moved by Lloyd Rebsamen, seconded by Jesse Banks, and carried that the Commission recommend to the City Council these terms be on the basis of three (3) years, with three (3) members terms expiring each year, and that the Mayor’s appointments for this year be three (3) members for three (3) years, three (3) members for two (2) yeas and three members for one (1) year.

Discussion followed on the proposed by-laws of the planning commission and it was moved by Lloyd Rebsamen, seconded by Elmer Stuck, and carried that the by-laws be adopted and made a part of these minutes.

Chairman Frierson appointed the secretary, as a committee of one, to assemble whatever physical data is available from City Hall, the School District, local engineers, utility maps and drainage districts which might be used in guiding the planning commission in its actions.

Moved by Jesse Banks, seconded by Elmer Stuck and carried that the Chairman and Secretary draft a letter to be sent to the Arkansas Highway Department expressing appreciation for their cooperation, recognizing the needs of rights of way for future state highways, and requesting a traffic flow and count for Jonesboro.  The motion also contained a suggestion that the Jonesboro City Council endorse the request.

Considerable discussion developed on methods of financing the operation of the City Planning Commission.  Mayor Sanderson suggested an amount of $1500.00 to be included in his next year’s operating budget.  No action was taken.

Chairman appointed Lloyd Rebsamen, as a committee of one, to work with Fred Haywood, and any other engineers who might be preparing maps for commercial use that would be suitable for city planning information.

The secretary was directed to call another meeting for January 20, 1955, at 9:30 A.M. in the chamber of Commerce Office and request Mr. William S. Bonner of the University of Arkansas to be present, as offered in his letter to the planning commission of January 8th.

Meeting adjourned.
