CITY COUNCIL MINUTES MAY 15, 1978

 

The Jonesboro City Council met in regular session, Monday May 15, 1978, at 7:30 p.m. in the Municipal Court Room. Present: Mayor, City Attorney, City Clerk and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Stricklin, Province Shepard and Smith. Absent: Haigler.

 

The minutes of May 1, 1978, were approved as mailed on motion by Mr. Shelton, seconded by Mr. Province and unanimous vote of Council.

 

Lucille Wade, representing the Humane Society, presented petitions to council, which requested that the dog pound be brought up to Humane Society standards. The Mayor announced that Dr. Jack Jones, City Veterinarian, would meet with the Humane Society Friday night, May 19.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance, seconded by Mr. Bridger. After much discussion on the matter, Mr. Bridger withdrew his second and Mr. Hannah withdrew the motion. Mr. Sanderson then moved that the ordinance be adopted. The motion died for lack of second. Mr. Minx moved that the ordinance be amended, by deleting Section B (property located on West Oak), seconded by Mr. Bridger, with the only dissenting vote being cast by Mr. Sanderson. Mr. Minx then moved that the ordinance be adopted as amended, seconded by Mr. Sanderson. All voted aye and the ordinance was given #1644.

 

Mr. Sanderson moved that Section B be adopted, seconded by Mr. Park. Roll call and voting aye: Park, Sanderson, Shelton, Stricklin and Shepard. Voting nay: Hinson, Bridger, Minx, Hannah, Province and Smith. Motion failed.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO, ARKANSAS; PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

On motion by Mr. Minx, seconded by Mr. Hinson and unanimous vote of council, the rules were suspended and the ordinance placed on 3rd and final reading. Mr. Minx then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hinson. All council voted aye and the ordinance was given #1645.

 

Mr. Sanderson offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1632, THE SAME ORDINANCE DEALING WITH PAWNBROKERS

 

Mr. Hannah moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hinson. All voted aye. Mr. Hannah then moved that the rules be further suspended and the ordinance be placed on 3rd reading, seconded by Mr. Hinson. All voted aye. Mr. Hannah then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hinson. All voted aye. The ordinance was given #1647.

 

Mayor advised council that Jonesboro Lumber Company had quoted a price of $1,072.83 for building tables in the council chambers. Mr. Sanderson moved that the Mayor proceed with the plans and accept the price, seconded by Mr. Park. All voted aye.

 

On motion by Mr. Hinson, seconded by Mr. Shelton and unanimous vote of council, the Mayor was requested to appoint a citizens committee to study the salaries of the fire and police departments.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS DATED APRIL 24, 1978, ASSIGNING SAID ANNEXED TERRITORY TO WARD 2, ZONING SAID ANNEXED TERRITORY R-3; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Minx moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin. All voted aye and the ordinance, was given #1646.

 

Mr. Hinson moved that the following contract be approved, seconded by Mr. Shelton. All voted aye.

 

I, Jerry B. Craft, do agree, for a valid consideration, to submit a development plan to the Jonesboro Metropolitan Area Planning Commission in accordance with Section 21-14 and 21-15 of the Code of Ordinances of the City of Jonesboro, reflecting the design criteria and construction standards in Chapters 20, 20 ½ and 21 of the Code of Ordinances of the City of Jonesboro, Arkansas. Said development plan shall contain provision for the construction of a street within the right-of-way described in Jonesboro Ordinance #1646. I further agree to erect said street within five (5) years in compliance with the above criteria. Jerry B. Craft /s/Neil J. Stallings /s/
