CITY COUNCIL MINUTES MAY 7, 1979
The Jonesboro City Council met in regular session, Monday, May 7, 1979, at 7:30 p.m. in the Municipal Court Room. Present: Mayor, City Attorney, City Clerk and all elected aldermen.
The minutes of April 16, 1979, were approved as mailed on motion by Mr. Mays, second by Mr. Hinson and all council voting aye.
Laura Wilson, 707 E. Washington, addressed council concerning the litter and rodent problems on East Washington. Mayor advised Mrs. Wilson that the matter would be referred to the proper department of the City.
The following ordinance was on 3rd reading:
AN ORDINANCE VACATING AND ABANDONING AN ALLEY LOCATED BETWEEN BLOCKS “B” AND “I” OF THE SIGLER’S COLLEGE ADDITION TO THE CITY OF JONESBORO, ARKANSAS; AND FOR OTHER PURPOSES
Mr. Park moved for the adoption of the ordinance, second by Mr. Minx. All voting aye and the ordinance was assigned #1684.
The following ordinance was on 2nd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
Mr. Hannah offered the following ordinance:

The following bids were opened for uniforms for the Fire Department:

Mr. Sanderson moved that the low bid meeting the specs be approved, second by Mr. Park. All voted aye.
On motion by Mr. Minx, second by Mr. Hinson and unanimous vote of council, all bids will be opened at 4:00 P.M. in the City Clerk’s office. The date to be designated on the bid form from the Purchasing Office.
Mr. Stricklin offered the following resolution:
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, APPROVING CERTAIN POLICIES FOR IMPLEMENTATION OF A HOUSE REHABILITATION GRANT PROGRAM, AND AUTHORIZING IMPLEMENTATION OF SAID PROGRAM
After discussion of the matter and an agreement between council and Mr. Jim McKinnon that he would offer the Housing Specialist position to Mr. Joe Tomlinson, Building Inspector, Mr. Hinson moved for the adoption of the resolutions, second by Mr. Bridger. All voted aye. The resolution was given the number 1979:06.
The Mayor presented the name of Charles Smith to council, replacing MAJOR Lubotsky on the Forum Commission. Appointment will be considered at the meeting on May 21.
Mike Cameron announced that calls made during the next two weeks for trash pick-up will be made at no charge.

Mr. Sanderson moved that the low bid be accepted, second by Mr. Hinson. All voted aye.
Mr. Cameron presented to council street overlays for utilization of state-aid monies and Mr. Hannah moved the approval of same, second by Ms. Haigler. All voted aye.
Mr. Cameron advised council that the City had been provided CETA workers through the County for building box culverts and the project would begin on May 8. Mr. Bridger moved that telephone bids for reinforcing steel be acceptable and the City would waive sealed bid requirements. Motion second, by Mr. Shelton. All voted aye.
Mr. Park moved that the City request the Arkansas Highway Department to signalize Forrest Home Road and Wilkins at Caraway and that City Water and Light be requested to install appropriate signals. The motion was second by Mr. Hinson with all council voting aye.
There, being no further business, council adjourned.
