PUBLIC SAFETY

COMMITTEE MINUTES

September 20, 2004

The Jonesboro Public Safety Committee met September 20, 2004 at 5:15 p.m. at 900 West Monroe, Jonesboro, Arkansas.   A full quorum was in attendance.  Present were: Chris Moore, Judy Furr, Tim McCall, Jim Hargis, John Street and Harold Perrin.

MINUTES

Councilman Moore moved, seconded by Councilman Perrin to amend the figure for the monthly cost for AVL from $40.00 per month to $33.00 per month.  All voted aye for the amendment.  Councilman Perrin moved, seconded by Councilman Street to accept the minutes as amended for August 16, 2004.  All voted aye.  Copies were made available to all in attendance.

INSPECTIONS

It was announced that a new Code Enforcement Officer had been hired by the name of Mr. Gary Anderson, and would be cross trained along with other Code Enforcement Officers.  It was requested that the monthly Inspections Report compare this year’s figures with the previous year.

FIRE DEPARTMENT

Salvage - Councilman Moore moved, seconded by Councilman Perrin to accept the staff recommendation to acquire the salvage from the damaged fire truck.  All voted aye.

Bids for Ladder Truck - Councilman McCall moved, seconded by Councilman Street to recommend to the Finance Committee the low bid meeting specifications of Pro-Fire #1 for a Boardman Brand Fire Truck.  All voted aye.

ISO Ratings - Discussion was held regarding the many requirements for ISO ratings.  It was determined that while stations needed to be updated and new stations added the committee wanted to have a better understanding of ISO ratings and conduct a needs assessment.  Councilman Perrin requested a copy of the ISO audit.

National Incident Management System (NIMS) - For informational purposes a proposed resolution was provided adopting the NIMS.  Chief Herring explained if not adopted by October, 2004 we could lose federal funding after 2005.  Because of involvement by many different city departments, it was requested that a presentation be provided at the next committee meeting with a recommendation from all appropriate parties.

Burn Pamphlet - Chief Herring provided a pamphlet entitled “Burning Questions” which contained information about open burning in the City of Jonesboro.  The pamphlet was complete and concise and provided much needed information for the residents of Jonesboro.

ANIMAL CONTROL

A proposed vicious dog ordinance was provided to committee members as a recommendation from the Animal Control Department and Mayor Brodell.  Attorney Phillip Crego explained the proposed ordinance was much broader than the issue of vicious dogs. Discussion was held regarding the characteristics of a “vicious dog”.   Ms. Wanda Turner, with Northeast Arkansans for Animals, supplied an alternate proposed ordinance, and explained “Breed Specific” is a violation of the “Animal Welfare Act”.  City Attorney Crego was asked to attend the next Public Safety meeting.

POLICE

It was reported that the City of Jonesboro did not receive the SRO Grant, but they were applying for a STEP Grant.  It was determined that the Superintendents of the Schools should be notified of this information so funding could be decided on.

ADJOURNMENT

With no further business Councilman Street moved, seconded by Councilman Hargis for adjournment.  All voted aye.
