Minutes for the City Council meeting on March 17, 1958

The City Council of the City of Jonesboro, Ark., met in regular session at City Hall, Monday night, March 17, 1958, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: B. Johnson, W. Johnson, Brickell, Heern, Field, Snow, Copeland, Hamilton and Ebbert. Absent: Keister.

 

Mrs. Robert Davidson and Mr. Jack Deacon appeared before Council asking for traffic relief in front of the Catholic School at dismissal time. Mr. Ebbert made the motion, seconded by Mr. Heern, that no southbound traffic be allowed between Jefferson and Matthews on Church Street between 2:45 p.m. and 3:30 p.m. There will be an officer on duty to direct the traffic west of Jefferson. Roll was called. All aye. Motion carried.

 

Mr. Elmer Stuck of the City Planning Commission asked Council to defer the reading of the Zoning Ordinance until the middle of April. Council agreed.

 

Mr. Albert Herringer asked Council if it would be possible for the City buses to be maintained by the City Mechanic. Mr. Brickell made the motion, seconded by Mr. Ebbert, that this matter be referred to the maintenance committee and it recommend whether this can be done or not at the next meeting. Roll was called. All aye. Motion carried.

 

Mr. Brickell made the motion, seconded by Mr. Ebbert, that Jewel Kissinger be granted a permit to build an appliance shop at 308 Rogers. Roll was called. All aye. Motion carried.

 

Mr. Field made the motion, seconded by Mr. Hamilton, that Pauline Moudy be granted a permit to operate a beauty shop at 1614 Alonzo Street. Roll was called. All aye. Motion carried.

 

Mr. Ebbert made the motion, seconded by Mr. Hamilton, that the Jonesboro Oil Company be granted a permit to build a service station on East Nettleton Road next to Rock Palace. Roll was called. All aye. Motion carried.

 

After several complaints on the garbage situation, Mr. Snow made the motion, seconded by Mr. Field, that the City Attorney be instructed to direct and instruct the City Collector the manner of collecting garbage fees for apartment houses according to Ordinance #826. Roll was called. All aye. Motion carried.

 

Mr. Johnson offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE REGULATING THE KEEPING OF ANIMALS WITHIN THE CORPORATE LIMITS OF THE CITY OF JONESBORO, ARKANSAS

 

Mr. Copeland made the motion, seconded by Mr. W. Johnson, that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Snow made the motion, seconded by Mr. Hamilton, that the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Snow made the motion, seconded by Mr. Hamilton, that the ordinance be adopted. Roll was called. All aye. Motion carried. Roll was called on the emergency clause. All aye. Motion carried. The ordinance was given the number 952.


Mr. Copeland made the motion, seconded by Mr. Hamilton, that a newspaper ad on dogs be placed in the Jonesboro Sun for three days at a cost of no more than $30.00. Roll was called. All aye. Motion carried.

 

Mr. Field made the motion, seconded by Mr. Snow, that the Mayor and Dr. Jones work out some way to handle the impounded dogs. Roll was called. All aye. Motion carried.

 

Mr. Copeland made the motion, seconded by Mr. Ebbert, that the bills as okayed by the Finance committee be paid. Roll was called. All aye. Motion carried.

 

The bids for wrecking the Lutterloh property were opened and Mr. Brickell made the motion, seconded by Mr. Hamilton, that the Parking Meter Committee and the Mayor have the authority to act and award the contract for destroying the building. Roll was called. All aye. Motion carried.

 

Mr. W. Johnson offered the following resolution:

 

RESOLUTION SETTING EMPLOYEE VACATION TIME

 

Mr. Copeland made the motion, seconded by Mr. Brickell, that Council starts taking bids on the packer type garbage trucks. Roll was called. All aye. Motion carried. The resolution was given the number 1958:10.

 

The Chief of Police was asked by Council to investigate the need of stop signs at several intersections and to report back to the Council at the next meeting.

 

Mr. W. Johnson offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE TO AMEND SECTION ONE OF ORDINANCE NO. 892 AS AMENDED BY ORDINANCE NO. 925 AS AMENDED BY ORDINANCE NO. 941, SAME BEING AN ORDINANCE TO ESTABLISH CERTAIN STANDARD REQUIREMENTS IN REGARD TO THE EMPLOYMENT OF MEMBERS OF THE POLICE AND FIRE DEPARTMENTS OF THE CITY OF JONESBORO

 

Mr. Johnson made the motion, seconded by Mr. Hamilton, that the rule be suspended and the ordinance be placed on the second reading. Mr. Ebbert voted no, all other members present voted aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Brickell, that the ordinance be placed on the third and final reading. Roll was called. Mr. Ebbert voted no, all other members present voted aye. Motion carried. Mr. Brickell made the motion, seconded by Mr. Hamilton, that the ordinance be adopted. Roll was called. Mr. Ebbert voted no, all other members present voted aye. Motion carried. Roll was called on the emergency clause. Mr. Ebbert voted no, all other members present voted aye. Motion carried. The ordinance was given the number 953.

 

There being no further business, Council voted unanimously to adjourn.
