Minutes for the City Council meeting on June 16, 1958

The City Council of the City of Jonesboro, Ark., met in regular session at City Hall, Monday night, June 16, 1958, at 7:30 p.m. There were present: mayor, City Clerk, City Attorney and the following named Councilmen: Keister, Johnson, Snow, Brickell, Heern, Field, Parks, Copeland and Ebbert. Absent: Hamilton.

 

Mr. Parks made the motion, seconded by Mr. Field, that Arkansas State College be granted a permit to build a trailer camp. Roll was called. All aye, motion carried.

 

Mr. Field offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE DESIGNATING CERTAIN PORTION OF POPLAR AVENUE WITHIN THE CITY OF JONESBORO AS A ONE-WAY STREET; PROVIDING A PENALTY THEREFORE AND FOR OTHER PURPOSES

 

Mr. Copeland made the motion, seconded by Mr. Heern, that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Heern made the motion, seconded by Mr. Keister, that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Copeland made the motion, seconded by Mr. Heern, that the ordinance be adopted. Roll was called. All aye. Motion carried. Roll was called on the emergency clause. All aye. The ordinance was given the number 963.

 

The City Attorney was directed to draw up an ordinance pertaining to the City’s obligation with the City Transit buses for a period of 22 months.

 

Mr. Keister made the motion, seconded by Mr. Parks, that Council go on record and have an agreement with Dean Swift Co. approving new construction and resurfacing, etc., of the City streets with the provision that the City absorb 1/3 and the property owners 2/3 of the cost up to $5,000.00 as the City’s part. Any cost to the City, such as gravel, grading, shaping, etc., to be counted as a part of the City’s cost. Roll was called. All aye. Motion carried.

 

Mr. Brickell made the motion, seconded by Mr. Ebbert, that an additional $10.00 be allowed to the men for police school. Roll was called. All aye. Motion carried.


On the recommendation by the Street Committee, Mr. Heern made the motion, seconded by Mr. Ebbert, that there be no parking 50 feet east from Flint on the north side of West Washington. Roll was called. All aye. Motion carried.

 

Mr. Brickell offered the following resolution:

 

RESOLUTION TO PURCHASE A NEW POLICE CAR

 

Mr. Brickell made the motion, seconded by Mr. Heern, that the resolution be adopted. Roll was called. All aye. Motion carried. The resolution was given the number 1958:25.

 

Mr. Brickell offered the following resolution:

 

RESOLUTION ACCEPTING STREET COMMITTEE’S INSPECTION OF KAYS STREET

 

Mr. Brickell made the motion, seconded by Mr. Parks, that the resolution be adopted. Roll was called. All aye. Motion carried. The resolution was given the number 1958:26.

 

Mr. Parks reported that the concrete work on the Colored Community Pool was completed. Mr. Brickell made the motion, seconded by Mr. Ebbert, that the addition to the Nettleton Fire Station be turned over to the Fire Committee for further study. Roll was called. All aye. Motion carried.


Mr. Heern made the motion, seconded by Mr. Johnson, that the City Attorney be instructed to draw an ordinance removing traffic light at Cherry and Flint and a 4-way stop sign be placed there instead. Roll was called. Keister, Johnson, Snow, Brickell, Heern and Parks voted aye. Field, Copeland and Ebbert voted no. Motion carried.

 

Mr. Brickell made the motion, seconded by Mr. Johnson, that two back rippers for the dozer be purchased at a cost of $240.00. Roll was called. All aye. Carried.

 

Mr. Brickell made the motion, seconded by Mr. Parks, that the City Attorney and the Chief of Police take the proper steps for collecting delinquent taxes. Roll was called. All aye. Motion carried.

 

Mr. Copeland offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE DESIGNATING CERTAIN PORTIONS OF MONROE AVENUE AS ONE-WAY STREET; PROVIDING A PENALTY THEREFORE; AND FOR OTHER PURPOSES

 

Mr. Brickell made the motion, seconded by Mr. Keister, that the rule be suspended and the ordinance be placed on the second reading. On calling the roll, there were 9 ayes and no nays. Motion carried. Mr. Keister moved that the rule be suspended with Mr. Brickell seconding that the ordinance be placed on the third and final reading. On calling the roll there were 9 ayes and no nays. Motion carried. Mr. Johnson made the motion, seconded by Mr. Brickell, that the ordinance be adopted. On calling the roll, there were 9 ayes and no nays. The Mayor then declared the ordinance adopted. Roll was called on the emergency clause. All aye. The ordinance was given the number 964.

 

Mr. Keister offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE TO REPEAL ORDINANCE NO. 892, AS AMENDED BY ORDINANCE NO. 925, AS AMENDED BY ORDINANCE NO. 941, AS AMENDED BY ORDINANCE NO. 953, SAME BEING AN ORDINANCE TO ESTABLISH CERTAIN STANDARD REQUIREMENTS IN REGARD TO EMPLOYMENT OF MEMBERS OF THE POLICE AND FIRE DEPARTMENTS OF THE CITY OF JONESBORO

 

Mr. Brickell made the motion, seconded by Mr. Johnson, that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Field made the motion, seconded by Mr. Brickell, that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Brickell made the motion, seconded by Mr. Parks, that the ordinance by adopted. Roll was called. All aye. Motion carried. Roll was called on the emergency clause. All aye. The ordinance was given the number 965.

 

Mr. Ebbert made the motion, seconded by Mr. Copeland, that Council adjourns until 8:00 p.m., June 17, 1958. All aye.
