MAYOR’S OFFICE
Resolution to create the Jonesboro Local Redevelopment Authority and to appoint members: Mayor Formon explained the US Department of Defense is intending to close the Army Reserve Center at 1001 South Caraway Road. They told Mayor Formon if the City would like the building when they vacate, the City will have to come up with a redevelopment plan for the property. They also indicated it would be 2009 or 2010 before they vacate the building. Mayor Formon added he would like to create the Jonesboro Local Redevelopment Authority to create the plan. He recommended appointing Stephanie Greenham, Tom Barnes, Everett Fair, Margaret Holloway and Mark Hackney to the committee. He further stated the terms of the members would expire when the plan is complete. Mr. Brian Wadley explained homeless issues must be addressed first and since Ms. Greenham and Mr. Fair have worked with homeless issues in the past, that is why they recommended the appointment of those two. It was questioned why there were five members. Mr. Wadley explained it was recommended to have five members, but there was no regulation setting the number of members. It was questioned why there wasn’t a city employee or City Council member on the committee. Mayor Formon stated Mr. Tony Thomas planned on being involved with the committee. He also stated he had no problem putting a Council member on the committee, but didn’t want someone too closely related to homeless issues that their judgment would be clouded. It was recommended to add a Council member to the committee. Mayor Formon noted that the federal government hasn’t guaranteed they will give the property to the City, so it’s possible the City won’t end up with the property. Councilman Moore motioned, seconded by Councilman Province, to approve the resolution with the addition of Councilman Province to the committee and recommend the resolution to the full Council. All voted aye.
Resolution to appoint members to the Civil Service Commission: Mayor Formon recommended appointing Rohn Craft, Tim Rook, Dennis Zolper, Jay Blackshare and Glenda Frankenburg to the Civil Service Commission. He explained he was going to bring the committee more appointments to more boards and commissions, but decided to take care of the Civil Service Commission first because of a recent arrest of a City firefighter. Councilman Moore motioned, seconded by Councilman Province, to approve the appointments and recommend the resolution to full Council. All voted aye. The appointments have the following expirations:
• Glenda Frankenburg, 2-year term expiring April, 2008
• Rohn Craft, 4-year term expiring April, 2010
• Dennis Zolper, 6-year term expiring April, 2012
• Jay Blackshare, 8-year term expiring April, 2014
• Tim Rook, 10-year term expiring April, 2016
