PLANNING & MAPC PLANNER - WOFFORD STREET CLOSING

Councilman Street reported Mr. Ron Shipley and Mr. Brian Wadley were sharing the responsibility of the MAPC and Planning Department during the suspension of City Planner Glenn Batten.

Councilman Street recommended pulling the Wofford Street closing from the agenda until the completion of the traffic study.  Mayor Brodell concurred, stating that the MAPC had not recommended the independent closing of Wofford and that it was a “stand alone deal”.  Ms. Marsha Patton stated she was there in order to determine if she needed to attend the City Council meeting which was scheduled at 6:30 p.m.  Councilman Moore moved, seconded by Councilman Dover to recommend the pulling of the ordinance from the agenda, allowing completion of the traffic study.  It was recommended that temporary signs be installed in order to control traffic. Mr. Ron Shipley explained the closing of Wofford had to be presented before a permanent certificate of occupancy could be issued, but they may continue to operate with a temporary until the matter is settled.  All voted aye.

ADA

It was reported the deadline for bringing city property into compliance with the ADA settlement is September, 2004.  Ms. Hackney provided an overview of each area, explaining if programs are not being conducted in the older parks then we may not need to do as much ADA work.  She explained we do not own South Park and Mr. Crego had been asked for a legal opinion regarding the City’s responsibility for that particular park.  Questions were raised as to why Joe Mack Campbell Park was not built according to ADA specifications since it is mandated by State Law since 1992.  It was determined the Haworth Room must be brought into ADA compliance as quickly as possible.

ROY COOPER AGREEMENT

Mr. Cooper explained his property located at Old Feed House Road is in need of repair.  It was explained when the subdivision plans were approved in 1992 they called for the drainage to go to the north, but when the culvert was installed the drainage flows to the south with no dedicated easement.  Also, it was explained Mr. Cooper owns property located between Franklin Street & Market Place, and at Wilkins and Nettleton which has not been cleaned out causing poor drainage.  One solution offered was a contract with Mr. Cooper in which the City would help Mr. Cooper correct his problems at Old Feed House Road, and in turn he would allow the City to clean the ditch out with a temporary ingress/egress and drainage easement that the City could use until Mr. Cooper develops his property.  Councilman Dover moved, seconded by Councilman Street to proceed with the process authorizing Mayor Brodell, his Assistant Aubrey Scott, City Attorney Crego, and City Engineer Claude Martin to reduce to writing the agreement and place on the agenda for the March 15th council meeting.  All voted aye.

CHIPPER TRUCK BIDS - SANITATION

Councilman Dover moved, seconded by Councilman Street to accept the low bid meeting bid specifications for two 1995 Chipper Trucks for a price of $39,850.00 from Fleet Sales, LLC located in Springfield, MO.  Mr. Leonard explained the bids were rebid because they came in too high, and Mayor Brodell had negotiated with Fleet Sales on the second bid and got the price down by $2,500.00.  All voted aye.

 LANDFILL PROPOSED RESOLUTION

Councilman Farmer provided a revised proposed resolution involving Jonesboro’s Landfill site.  The original proposal had been provided over a year ago.   The resolution authorizes a contract with Anderson Engineering for a follow-up environmental audit to include soil testing for potential contaminates (Phase II Study) on the proposed Class IV landfill site at a cost not to exceed $25,000.00;  directs a representative of Northstar Engineering to provide the proposed development, operational and maintenance costs for the proposed landfill site within 45 days; directs Northstar to identify at least one and not more than two areas suitable for a Class IV Landfill to be located outside of the City of Jonesboro and following specific selection criteria; authorizes the Mayor to contact representatives from the Craighead County Solid Waste Disposal Authority to determine the interest and feasibility of the Authority to either accept the City of Jonesboro’s Class IV material or to operate a Class IV landfill owned by either the City of Jonesboro, the Authority or jointly and to report back to the Public Works Committee within 90 days.  The committee was asked to review the proposal and be prepared to discuss it at the next Public Works committee meeting.
