AN ORDINANCE TO AMEND ORDINANCE NO. 827, THE SAME BEING AN ORDINANCE PROVIDING FOR THE LICENSING OF ELECTRICIANS, CONTRACTORS, ETC., UNDER THE ELECTRICAL CODE FOR THE CITY OF JONESBORO, ARKANSAS

BE IT ORDAINED AND ENACTED by the City Council of the City of Jonesboro, Arkansas:

 

Section 1: Section 1 of Ordinance No. 827 is amended as follows: Examinations; Qualifications of Applicants. The board shall examine all applicants applying to do electrical work to determine their competency. All applications for the electrical examinations will be taken before the first Thursday in December or the first Thursday in June. The examination will be given sometime after the first Thursday in January or July. The examinations will be graded in the February or August meetings. All applicants must be at least 20 years of age, pass the examinations prescribed by the board, and meet the following requirements:

 

A.                     Master Electrician:

1. A master electrician is defined to be a person having the general charge and supervision of the business of installing electrical wires, electrical machinery, apparatus, devises and instruments.

2. The person must be a journeyman electrician with at least four years practical experience as a journeyman in installing wires, conductors, and other electrical equipment, machinery and apparatus used for the transmission of electrical current, for light, heat, power or signaling.

3. Must have a technical knowledge of such matters necessary to satisfactorily passed examinations provided by the board.

4.  Education from a recognized college or university of technical school will be accepted as experience on the basis of ½ of the actual time spent in college in the electrical field can be counted as experience.

5.  The time element of experience for all applicants for master electrician’s licenses must be immediately preceding the date of his application.

6.  Any person passing the examination and holding a master electricians license shall not pursue employment or work or for or serve more than one person, firm or corporation at the same time.

 

B.                     Journeymen Electrician:

1.                     A journeymen electrician is defined as a person who has had at least four years of practical experience doing electrical work under the supervision of a master electrician, and who shall pass an examination given by the board determining his competency to install wiring for light, heat, power or signaling.

2.                     Education time in the electrical field from any college, university or technical school will be counted on the basis of ½ of the actual time in school and will be counted as practical experience.

3.                     A union journeyman electrician will not be required to take the examination as required by the board. However, he must provide the board with evidence of when he acquired the journeyman’s card, and pay required license fees to work in the city, as does the non-union journeyman electrician. The time element of experience for all applicants for journeymen electrician’s license must be immediately preceding the date of his application. The electrical maintenance man.

 

C.                     Electrical Maintenance man:

1.                     An electrical maintenance man is defined as a person in charge of maintenance of electrical systems in plants, buildings and other places.

2.                     Such persons shall be required to pass an examination given by the board determining his knowledge of electrical machinery and systems.

3.                     He may be employed either whole or part-time but may not act as an electrician other than in the installation and removal of equipment.

4.                     The electrical maintenance man would not be allowed to run circuits or feeders. This does not apply to City Water and Light Plant employees.

 

D.                     Apprentice:

1.                     An apprentice is defined as a person working in the learning of electrical systems. He will work under the direct supervision of a journeyman electrician and will be required to be registered with the city.

2.                     After four years experience as an apprentice, the person will be eligible to take the journeyman’s electrician’s examination.

3.                     There is no fee for the apprentice, but registration will be required to establish his eligibility. The city will furnish the necessary forms and cards for the registration of the apprentice.

4.                     Apprentices may be worked for 30 days before registration is made. Registrations will begin at date of employment.

 

Section 2: All ordinances and/or parts of ordinances in conflict herewith are hereby repealed.

 

Section 3: It is found and declared by the City Council that this ordinance being necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist and this ordinance shall take effect from and after its passage and approval.
