The City Planning Commission of Jonesboro, Arkansas, met in regular session on Thursday, August 15, 1957, at 7:30 P.M., in the Engineering Office of City Water and Light Plant.

MEMBERS PRESENT:  Planning Commissioners Charles D. Frierson, Mrs. Clifford Hill, Lloyd Rebsamen, Elmer Stuck, and Neal Thayer.

OTHERS PRESENT:  Ben Wewers (citizen), Terry Shell (attorney), Fred Haywood (engineer) and John Voorhees of the University of Arkansas Planning Commission.

MEMBERS ABSENT:  Planning Commissioners Jesse Banks, Dean Ellis, Al Hendrix and Minor Markle.

Fred Haywood and Terry Shell, on behalf of Ben Wewers, presented a plat of a subdivision called Wewers Addition to the City of Jonesboro, Arkansas.  The Planning Commission recognized that this subdivision is outside the corporate limits of the City of Jonesboro and that it does not have jurisdiction.   Moved by Charles Frierson, seconded by Elmer Stuck, and carried, that the plat of Wewers Addition be approved as presented, as conforming to the Jonesboro Subdivision Ordinance.

After further discussion, moved by Charles Frierson, seconded by Elmer Stuck, and carried, that the City Planning Commission recommend to the City Council that as lands are annexed to the City of Jonesboro, between Highway 63 and Highway 18 East, provisions for the extension of a street between these highways, roughly along the south line of the north half of Section 20, be preserved as near as it feasible for a street which could be the extension of Wilkins Street in an easterly direction.

The secretary presented a replat of Senter and Company’s Addition to the City of Jonesboro by William R. Stuck.  After considerable discussion, moved by Charles Frierson, seconded by Elmer Stuck, and carried, that conditional preliminary approval be given to this replat, with a request that the developer make every effort to secure a full 60 foot wide street on the northerly side of the subdivision, be acquisition of property right of way easement or some provision which would insure future development of the street to a full 60 feet.

After some discussion, moved by Charles Frierson, seconded by Mrs. Hill, and carried, that the City Planning Commission recommend to the City Council the possibility of acquiring property, available for sale, located on the south side of Monroe Avenue, west of Madison Street, adjacent to the present Washington Avenue Parking Lot, and the possibility of acquiring property on South Main Street, north of Cate Avenue, for a traffic exchange arrangement between Main Street and Union Street.

There was a lengthy discussion, led by Charles Frierson, on the legal aspects of a proposed zoning ordinance for the City of Jonesboro and a suggested land use and zoning map.  After this discussion, moved by Charles Frierson, seconded by Mrs. Hill, and carried, that the land use map, as presented and discussed, be adopted and placed for public hearing, according to law, at a date to be fixed later.

Chairman Rebsamen stated that, according to rules and bylaws, he had served a full year’s term as chairman of the Planning Commission, and according to rules, must relinquish the office.  He asked the secretary to preside for election of officers: by acclamation, the following officers were elected: Elmer Stuck- Chairman, Minor Markle- Vice-Chairman and Neal Thayer-Secretary.

Since the City Planning Ordinance requires planning commissioners appointed to have staggered terms, a drawing was held, and the following results.

Two year term expiring December 31, 1957: Dean Ellis, Al Hendrix, and Lloyd Rebsamen.
