The Metropolitan Area Planning Commission met in regular session on Thursday, April 12, 1973 in the Chamber of Commerce.
The meeting was called to order by the Chairman, Mr. Aubrey Scott, Jr. Mr. Tom Mardis, a newly appointed commission member was recognized.
MEMBERS PRESENT: Scott, Adams, Young, Morrison, Roddy, Matthews, Mardis, and Haggenmacher.
MEMBERS ABSENT: Cooper.
OTHERS PRESENT: Mr. Larry Fugate, Mr. Bill Bell, Mr. Joe Tomlinson, and Mrs. Shirley Watkins.
Items for business were as follows:
Item #1. Cathedral Baptist Church requests approval of a rezoning R-1 to C-5 of the Cathedral Baptist Church Addition to Jonesboro, Arkansas. This property is located just northeast of the intersection of Wood Street and the Highway 63 Bypass. A motion was made by Mr. Morrison and seconded by Mr. Haggenmacher to APPROVE the request. A vote was taken and the motion was passed unanimously.
Item #2. Bruce Burrow requests a rezoning from R-1 to C-3 of the following property: the west 346 feet of the south 210 feet of Lot 3 of Cobb and Lee’s Survey of the Northwest Quarter of Section 21, Township 14 North, Range 4 East, being the property known as the northeast corner of Stallings Lane and Caraway Road, 190 feet x 316 feet. A motion was made by Mr. Mardis and seconded by Mr. Roddy to APPROVE the request subject to the approval of a satisfactory barrier being placed between the R-2 properties. A vote was taken. The vote was YEA: Adams, Young, Morrison, Roddy, Matthews, and Mardis. PASS: Haggenmacher. The motion to approve the request was passed.
Item #3. L and C, Inc. request a rezoning from R-1 to I-1 of Service Park Addition to Jonesboro, Arkansas. This property is located immediately off Willow Road just south of Whitman’s Creek. A motion was made by Mr. Young and seconded by Mr. Morrison to APPROVE the request. A vote was taken and the motion was passed unanimously.
Item #4. Thomas Seabrook and Associates requests a rezoning from R-1 to R-2 of 7.5 acre parcel between Craighead Road and Highway 39. Mr. Charles Frierson III is the owner of the property involved. A motion was made by Mr. Roddy and seconded by Mr. Young to APPROVE the request. A vote was taken. The vote was YEA: Adams, Young, Morrison, Roddy, Mardis, and Haggenmacher. NO: Matthews. The motion to APPROVE the request was passed.
Item #5. Bob Bennett requests a rezoning form R-1 to C-3 of all of Block L of Sigler’s College Addition to the City of Jonesboro, Arkansas. This block is encompassed by Stone Street, Forest Home, Bittle, and King. A motion was made by Mr. Matthews and seconded by Mr. Roddy to APPROVE the request. A vote was taken and the motion was passed unanimously.
Item #6. Ardell Davis requests approval of a replat of Lots 10 and 11, Block E of Indian Hills Addition into Lot 1 of the Ardell Davis Subdivision, Jonesboro, Arkansas. A motion was made by Mr. Young and seconded by Mr. Morrison to APPROVE the request as stated. A vote was taken. The vote was YEA: Adams, Young, and Morrison. NO: Roddy, Matthews, Mardis and Haggenmacher. The motion to approve the request was not passed. A second motion was made by Mr. Young and seconded by Mr. Haggenmacher to APPROVE the proposed replat of Indian Hills Addition. A vote was taken the motion was passed unanimously.
Item #7. Mr. Quillon Tate requests approval of a plat of Tate second replat of Lot A of Block E of Dudley’s Subdivision of a part of Blocks B, C, D, E, F, and G of Dudley’s First Addition to the Town of Nettleton, Arkansas. A motion was made by Mr. Adams and seconded by Mr. Roddy to APPROVE the request. A vote was taken and the motion was passed unanimously.
Item #8. Mr. Don Baker requests final approval of Spring Valley Subdivision in Craighead County located one mile southwest of Jonesboro. A motion was made by Mr. Mardis and seconded by Mr. Adams to APPROVE the request. A vote was taken. The vote was YEA: Adams, Morrison, Roddy, Matthews, Mardis, and Haggenmacher. PASS: Young. The motion to APPROVE the request was passed.
Item #9. Mr. Guy Pardew requests final approval of Briarwood 4th Addition to Jonesboro, Arkansas. This property is located south of West Nettleton Extended. A motion was made by Mr. Young and seconded by Mr. Morrison to APPROVE the request. A vote was taken and the motion was passed unanimously.
Item #10. Denver Gray requests preliminary approval of Gray Hills Subdivision which is located east of Highway 226 and the bypass intersection. A motion was made by Mr. Morrison and seconded by Mr. Matthews to APPROVE the request. A vote was taken and the motion was passed unanimously.
Item #11. Major J.E. Hunter requests preliminary and final approval of Hunter Heights Subdivision. This property is located north of Aggie Road just east of University Heights Subdivision. A motion was made by Mr. Matthews and seconded by Mr. Haggenmacher to APPROVE the request. A vote was taken and the motion was passed unanimously.
