MATA/STREETS SUBCOMMITTEE

The committee reviewed two separate drainage projects, one near 1st Baptist Church with an estimated cost of $45,000 located at Union, and the second located near Gregg’s Funeral Home at Madison with an estimated cost of $25,000.

Councilman Dover moved, seconded by Councilman Farmer to recommend to the full council to proceed with the drainage project located at Union.  All voted aye.

The decision was made to have Mr. Aubrey Scott to research the right of way further and determine whether or not the project ends at the intersection.  Mr. Scott was also asked, if necessary, to negotiate with Gregg’s Funeral Home for a right-of-way drainage easement and report back to the committee.

The Mata/Street Subcommittee also heard recommendations from Mr. Roy Cooper of 1st Baptist Church regarding solutions to a traffic problem in the area.   Councilman Farmer moved, seconded by Councilman Dover to provide a five-foot wide rumble strip, reflector tape, and ADA curb cuts as the first phase to the traffic problem.  All voted aye.  Mr. Cooper was asked to report back to the committee within 60 days after the improvements were completed to determine if further measures were needed.

Mr. Claude Martin stated he was not prepared to report on Craighead Forest or the Downtown Parking Lot, but would provide information at the next committee meeting.

Councilman Moore pulled the Street Sweeper from consideration due to Mr. Gene Barnett not being in attendance.

Councilman Moore introduced Mr. Mike Batie, Regional Engineer for Advanced Drainage Systems, Inc. (ADS) who addressed committee members regarding the installation of plastic pipe at First Community Fellowship Church.  Mr. Batie explained ADS agreed to furnish additional pipe with the stipulation that the City of Jonesboro would remove the old pipe and install the new one in order to correct existing problems.  When asked why there was a rise in the parking lot of First Community Church, Mr. Batie explained the hump in the parking lot was due to the pipe being raised for hydraulic purposes.  He stated the problems have been solved and described the project as “wonderful” and requested the Street Committee reinstate the use of plastic pipe in the City of Jonesboro.   Members of Scurlock Industries, Inc. spoke in opposition to the use of plastic pipe, saying the newly installed pipe at First Community Church is already buckling.  The decision was made to allow ADS and Scurlock Industries, Inc. to each provide presentations to the committee at the next scheduled meeting.   Mr. Claude Martin was asked to provide a cost comparison for proper installation according to code specifications of plastic pipe verses concrete pipe.

Councilman Street moved, seconded by Councilman Dover to recommend to the full council that “No Parking” signs be installed on the north and south sides of Danner Avenue from Lee Drive to Robinson Street, Jonesboro, Arkansas.  All voted aye.

PLANNING SUBCOMMITTEE

Councilman Street informed the committee that City Attorney, Phillip Crego, was handling negotiations with Phillips Investments.  Discussion followed regarding the proper procedure for filing an appeal of the Metropolitan Area Planning Commission.

Councilman Street reported on two projects, the first being a drafted ordinance for GPS mapping.  He stated once the ordinance was prepared a public hearing would be held with the surveyors for the purpose of providing information.  Councilman Street then reported nine Request for Proposals had been received for the traffic study and ranking would begin at the next committee meeting.

GENERAL & BUILDING

Councilman Copeland requested a special General & Building committee meeting be set for the purpose of reviewing bids for the new sound system.

Councilman Dover moved, seconded by Councilman Moore to approve a Farm Creek ditch cleaning extension.  Claude Martin explained seeding of the area was needed, and was asked by the committee to provide cost information at the next committee meeting.  All voted aye.

With no further business Councilman Dover moved, seconded by Councilman Moore to adjourn.
