Minutes for the City Council meeting on March 1, 1971

The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, March 1, 1971 at 7:30 There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Park, Dr. Bowers, Williams, Darling Stricklin, Minx, Smith, Bowers, Harris, Johnson and Knight.

 

The following Ordinance was on third and final reading:

 

AN ORDINANCE FOR THE CLOSING AND ABANDONMENT OF THAT PORTION OF MOCKINGBIRD LANE IN MARLO ACRES, SECOND ADDITION, JONESBORO, LYING SOUTH OF A LINE EXTENDING FROM THE SOUTHEAST CORNER OF LOT 9 OF SAID ADDITION TO THE EAST RIGHT-OF-WAY OF MOCKINGBIRD LANE

 

Mr. Knight moved with Mr. Williams seconding the motion that the Ordinance be adopted. All members present voted aye and the motion carried. The ordinance was given the number 1293.

 

The following Ordinance was on the third and final reading: (Mt. Zion property #1294)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED DECEMBER 28, 1970; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Knight moved with Mr. Williams seconding the motion that the Ordinance be adopted. All present voted aye and the motion was carried. Motion by Knight, second by Williams to adopt the Emergency Clause passed unanimously.

 

The following Ordinance was on the third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO.778 SAME BEING AN ORDINANCE PROVIDING FOR THE COLLECTION OF GARBAGE AND REFUSE IN THE CITY OF JONESBORO, PROVIDING FOR THE INSPECTION OF PREMISES, FIXING A SCHEDULE OF FEES FOR SAID SERVICES, PROVIDING FOR PENALTY FOR THE VIOLATION THEREOF, AND FOR ALL OTHER PURPOSES

 

Mr. Minx moved with Mr. Williams seconding the motion that the Ordinance be amended in Section 1, item b to read $3.00 per month. All present voted aye and the motion carried. Mr. Minx then moved with Mr. Darling seconding the motion that the Ordinance be adopted. All members present voted aye and the motion was carried. The ordinance was given the number 1295.

 

At the recommendation of the Parking Authority, Mr. Park moved with Mr. Stricklin seconding the motion that 2 meters, #29 & 30 be removed in the 300 block of Main St. to provide a loading zone for the merchants in the block. All members voted aye and the motion carried.

 

Mr. Darling moved with Mr. Stricklin seconding the motion that the City joins a law suit with the members of the Drainage District #30 as plaintiffs versus Bob Lee to remove a building located on Gee near the Hester St. Bridge. All members voted aye and the motion carried.

 

Dr. Bowers moved with Mr. Minx seconding the motion that the Mayor appoints a Civil Service Civil Service Committee to make a study of the possibility of putting in civil service for the fire and police departments. All members voted aye and the motion carried.

 

Mr. Knight moved with Mr. Pierce seconding the motion that the bills as okayed by the finance committee by paid. All members voted aye and the motion carried.

 

Mr. Minx moved with Mr. Stricklin seconding the motion that the City asks for sealed bids to remodel the fire department patio and a part of the upstairs City Hall. Bids to be in by the 15th of March. All members voted aye and the motion carried.

 

There being no further business, Council voted unanimously to adjourn.
