MAPC MINUTES
APRIL 8, 1982
The Metropolitan Area Planning Commission met Thursday, April 8, 1982 at 7 p.m. in the Council Chambers at City Hall.
MEMBERS PRESENT: Mr. Cooper, Mr. Blalock, Mr. Ball, Mr. Smith, Mr. Tilton, Mr. Farmer, Mr. White and Mr. Scott.
MEMBERS ABSENT: Mr. Fehrs.
OTHERS PRESENT: Mike Cameron and John Broadaway.
#1 Mr. Bishop requests a rezoning from Residential One (R-1) to Commercial Three (C-3) the following described property. Replat of West half Lot 12 and West half of North 12 feet of Lot 11, Block 1, Cole’s 2nd Addition, Jonesboro, Arkansas. The general location of this property is East of Cole Street and South of Nettleton Avenue.
Mr. Blalock made a motion to recommend to the City Council that the property be rezoned from R-1 to C-5 with a Stipulation that they have a report from Mike Cameron on Water Drainage and Mr. Bishop brings a Property Development Plan prior to a building permit is issued. Mr. Blalock, Mr. Ball, Mr. Tilton, Mr. Farmer and Mr. White voted aye. Mr. Smith and Mr. Scott: No.
#1B Mr. Bishop requests a Replat of a Replat of the West ½ of Lot 12 and the West ½ of the North 12 feet of Lot 11 Block 1, Cole’s 2nd Addition to Jonesboro, Arkansas into One Lot. The general location of this property is East of Cole Street and South of Nettleton Avenue.
Mr. Scott made the motion to approve request with stipulation that they bring in the Site Development Plan prior to a Building Permit being issued, with the recommendation of the City Engineer. The motion was UNANIMOUS.
#2 Mr. W.R. Kitterman, Mr. Max Dacus and Mr. John Kitterman, request a rezoning from Residential Two (R-2) to Commercial Three (C-3) the following described property. All that part of Lot 12, lying East of the drainage ditch, of Charles A. Stuck’s Turtle Creek Ranch, Addition to the City of Jonesboro, Arkansas same being a part of the North half of the Southeast Quarter of Section 21, Township 14, North, Range 4 East. The general location of this property is East of Nettleton Avenue, near Chetuck Bowling Lanes.
Mr. Scott made a motion to approve the request seconded by Mr. Ball with a stipulation that Haggenmaker Street be improved, they get a current survey of the land, and bring in a Site Development Plan, pryor to property being developed. Motion APPROVED UNANIMOUSLY.
#3 Dr. James Drake requests approval of Site Development Plans for a Medical Office Complex. The general location is the Northwest corner of Carson street at Washington Avenue.
Mr. White made a motion to approve request, with the following Stipulations. Mr. Tilton seconded the Motion.
1. Storm Drainage has to be at least 12 inches, (no smaller).
2. Existing Storm Drain not to be altered.
3. Carson Street Right-a-Way be widened to 30 feet from Center Line.
4. Sidewalks be placed on both Streets.
5. Move Drive on East Parking Lot from Washington Avenue to Carson Street a minimum of Fifty (50) feet from Washington Avenue.
Motion was APPROVED UNANIMOUSLY.
#4 The Urology Clinic requests approval of a Replat of Lot 3 and 4 and part of Lot 2, Warners Addition, into One Lot. The general location of this property is on the South Side of East Matthews between the Northeast Arkansas Internal Medicine Clinic and Central Drug Store.
Mr. Smith made a motion to approve request and Mr. Blalock seconded with Stipulation that an additional Five (5) feet of Right-a-Way Twenty (20) feet from Center Line.
Request was APPROVED UNANIMOUSLY.
