Minutes for the City Council meeting on October 21, 1957

The City Council of the City of Jonesboro, Ark. met in regular session at City Hall, Monday night, October 21, 1957, at 7:30 p.m. There were present: Mayor, City Atty., City Clerk and the following named Councilmen: Keister, Johnson, Fritz, Field, Copeland, Stricklin, Brickell, Snow, Hamilton and Hart.

 

Mr. Mason from Hawkins Equipment Co. reported to Council that the cost of putting the present sweeper in good condition would be $2980.00. The price of a new would be $12, 250.00. Council took no action and will study the matter further.

 

Charles Frierson read the following Ordinance and it was placed on the first reading:

 

AN ORDINANCE APPROVING DEED OF TRUST AND DIRECTING ITS EXECUTION AND DELIVERY

 

Mr. Snow made the motion, seconded by Mr. Hamilton, that the rule be suspended and the Ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Hart, that the rule be suspended and the Ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Hart moved for the adoption of the Ordinance with Mr. Hamilton seconding. Roll was called. All aye. Motion carried. Roll was called on the emergency clause. All aye. The ordinance was given the number 944.

 

Mr. Keister made the motion, seconded by Mr. Hamilton, that the City appropriated money for the City Election and that Mr. Charles Frierson be refunded the money that he had paid personally for a previous election. Roll was called. All aye. Motion carried.

 

The City Attorney read the following Ordinance and it was placed on the first reading:

 

AN ORDINANCE FIXING THE SALARY AND PRESCRIBING THE DUTIES OF THE CITY TREASURER OF THE CITY OF JONESBORO, ARKANSAS, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.

 

Mr. Snow made the motion, seconded by Mr. Hamilton, that the rule be suspended and the Ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Hart, that the rule be suspended and the Ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Keister moved that the Ordinance be adopted and Mr. Hart seconded. Roll was called. All aye. Motion carried. The ordinance was given the number 945.

 

Mr. Snow offered the following Ordinance and it was read for the first time:

 

AN ORDINANCE APPROVING PROCEEDING UNDER ACT NO. 468 OF THE ARKANSAS LEGISLATURE FOR THE YEAR 1949, WITH AMENDMENTS THERETO; APPROVING FORM OF CERTIFICATE OF INDEBTEDNESS AND STATUTORY MORTGAGE LIEN; PLEDGE AND ASSIGNMENT OF PARKING METER REVENUES, AND DIRECTING EXECUTION AND DELIVERY OF SAME FOR THE PURPOSE OF PROCURING FUNDS FOR THE ACQUISITION OF PARKING AREA; DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES.

 

Mr. Snow made the motion, seconded by Mr. Hamilton, that the rule be suspended and the Ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Hart, that the rule be suspended and the Ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Hamilton moved for the Ordinance to be adopted with Mr. Hart seconding. Roll was called. All aye. Motion carried. Roll was called on the emergency clause. All aye. The ordinance was given the number 946.

 

All of the Councilmen will be notified as to the time and place and Mr. Joe Barrett will explain the 20% assessment plan to the Council.

 

Mr. Johnson made the motion, seconded by Mr. Hamilton, that Mr. Turner be given a permit for a barricade and a sign at the end of Miller St. and the Mayor will work out the details. Roll was called. All aye. Motion carried.

 

Mr. Hamilton made the motion, seconded by Mr. Hart, that the bills as okayed by the Finance Committee be paid. Roll was called. All aye. Motion carried.

 

Mr. Johnson offered the Resolution seconded by Mr. Hamilton that Al Hendrix be given a 3 year lease at $100.00 per month for parking lot and the lease to be cancelled if the City sells the property.

 

RESOLUTION AUTHORIZING A PARKING LOT LEASE TO AL HENDRIX

 

Roll was called. All aye. Motion carried. The resolution was given the number 1957:23.

 

There being no further business, Mr. Johnson moved for adjournment with Mr. Hamilton seconding. Council adjourned.
