CITY COUNCIL MINUTES, DECEMBER 1, 1980

 

The Jonesboro City Council met in regular session, Monday, December 1, 1980, at 7:30 p.m. in the council chambers. Present, Mayor, City Attorney, City Clerk and all aldermen.

 

The minutes of November 17, were approved as mailed on motion by Mr. Park, seconded by Mr. Shelton.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE CLOSING THE EAST-WEST ALLEY IN THE 1300 BLOCK WEST OF MAIN STREET BOUNDED BY MATTHEWS, PURYEAR, JEFFERSON AND FLOYD

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, subject to utility easements being given by the property owners. Motion seconded by Mr. Haigler and all council voted aye. The ordinance was given the number 1740.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY R-2; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Haggenmacher moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park, all aye. The ordinance was given the number 1741.

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSE

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, DATED SEPTEMBER 8, 1980; PROVIDING FOR A ZONING CLASSIFICATION FOR SAID LANDS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; AND FOR OTHER PURPOSES

 

Ms. Haigler offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTION 13-10 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, THE SAME BEING A SCHEDULE OF LICENSE TAXES AND FOR OTHER PURPOSES

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO PROHIBIT THE PARKING OF VEHICLES IN EXCESS OF 20 FEET UPON THE CITY STREETS AND CITY RIGHT-OF-WAY; PROVIDING FOR PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO REGULATE DEALERS AND PRECIOUS METALS: TO PROVIDE A PENALTY FOR VIOLATION OF THE ORDINANCE: TO DECLARE AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO AMEND ARTICLE 1 OF CHAPTER 8 DESIGNATED ELECTRICAL CODE

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO AMEND ARTICLE 2 OF SECTION 8 THE SAME BEING LICENSING OF ELECTRICIANS, CONTRACTORS, ETC

 

Mr. Stricklin moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hannah, all aye.

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE ACCEPTING EAST ALPINE STREET FOR PURPOSES OF PUBLIC USE, MAINTENANCE AND REPAIR AND FOR SUCH OTHER PURPOSES

 

Mr. Stricklin moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Bridger, all aye.

 

Mr. Haggenmacher offered the following resolution:

 

RESOLUTION OPPOSING THE MALLARD CLUB

 

After discussion on the matter and several members of council questioning the authority of council to act on the resolution, Mr. Haggenmacher moved for the question and the adoption of the resolution, seconded by Mr. Hinson, Voting aye: Park, Hinson, Shelton, Bridger, Hannah, Haigler, Province, Mays and Haggenmacher. Voting nay: Sanderson and Minx. Mr. Stricklin passed. The resolution was given the number 1980:18.

 

The following bids were reviewed for three police cars:

 

Central Chevrolet                     $25,875.00

Aycock Pontiac                      Could not meet specs

 

Mr. Stricklin moved the bid from Central be approved, seconded by Mr. Mays, all aye.

 

The following bids were reviewed for two mid size police cars:

 

Central Chevrolet                     $16,480.00

Aycock Pontiac                     15,890.00 (price subject to change)

 

Mr. Zolper advised council that the stipulation from Aycock Pontiac voided there bid and Mr. Stricklin moved the bid from Central be approved, second by Mr. Park, all aye.

 

Mr. Stricklin moved that council meet in executive session, seconded by Mr. Park, all aye.

 

After the session, Mayor announced that several people were interested in filling the unexpired term of Mr. Zolper as City Attorney and that each would be asked to present a resume before December 5, and meet on December 15, at 5:30 P.M. for interviews.

 

Mr. Sanderson moved that scales for the landfill be purchased from Choctaw for $11,528.00. Motion seconded by Ms. Haigler. The only dissenting vote was cast by Mr. Haggenmacher.

 

There being no further business, council adjourned.
