MAPC MINUTES

JULY 9, 1981

 

The Metropolitan Area Planning Commission met Thursday, July 9, 1981 at 7:30 P.M. in the Council Chambers at 314 West Washington, Jonesboro, Arkansas.

 

Members Present: Blaylock, Farmer, White, Ball and Smith

 

Members Absent: Cooper, Scott, Tilton and Gott.

 

Others Present: Carlos Wood, John Broadaway and Curt Hodges.

 

Those following request were considered:

 

Item #1 Walnut Street Baptist Church requests a zoning classification of Residential One (R-1). Subject zoning request is submitted under the provisions of City Ordinance #1473 provision for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the proposed annexation would have on the city accepting said land. The property is described as follows: The south half of the southeast Quarter of the southeast Quarter of Section 23, Township 14 North and Range 3 East. The general location of this property is south of Rosemond and west of Ridge Road.

 

Mr. Doug Bradley represented Walnut Street Baptist Church’s request for a zoning classification of Residential One (R-1). Mr. Gordon Metzgar, property owner, stated concern of a drainage problem at Dupwe Street along the north edge of this property. The City of Jonesboro Engineering Department requested that site development plans be submitted to show drainage for the entire area. Mr. Paul French, property owner, stated concern for water coming across yards adjoining the north property line of the lots on Rosemond joining the church property.

 

Mr. Farmer, Commission Member, made a motion to annex property as Residential One (R-1) and that the problems that exist according to correspondence on MAPC be brought before the City Engineer and City Council. The motion was seconded by Mr. White. REQUEST APPROVED UNANIMOUSLY.

 

Item #2 Mr. & Mrs. H.E. Adams, Mr. & Mr. Ralph Shaddox, Mr. & Mrs. Michael D. Buckingham, Mrs. W. A. Kirksey, Mr. & Mrs. Faris Brooks and Mr. & Mrs. W. L. Metcalf request a zoning classification of Residential One (R-1). Subject zoning request is submitted under the provisions of City Ordinance #1473 Providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the proposed annexation would have on the City accepting said land. The property is described as follows: Lots 20 and 21 of Stratford Heights Subdivision to the City of Jonesboro, Arkansas. Begin at the southeast corner of the southeast Quarter of the southeast Quarter of said section 14, thence north along the east line of said Section 14, a distance of 30 feet to the point of beginning proper, said point being on the north right-of-way line of Matthews Avenue; thence in a westerly direction of an angle of 91° 06’ to the left a distance of 91 feet; thence at an angle of 91° 06’ to the right a distance of 160 feet; thence at angle of 88° 54’ to the right a distance of 160 feet to the point of beginning, containing 1.3383 acres more or less.

 

A part of the northeast Quarter of the northeast Quarter of Section 23, Township 14 North and Range 3 East, more particularly described as follows. Beginning at the northeast Quarter of said Section 23, thence run south 521.4 feet, thence west 210 feet, thence north 311.4 feet, thence east 105 feet, thence north 210 feet, thence East 105 feet to the point of beginning, less 30 feet off the north side of said tract in the public highway, west 50 feet of East 155 feet, north 210’ of northeast Quarter of northeast of northeast of Section 23, Township 14 north and Range 3 east. The west 55 feet of the east 210 feet of the north 210 feet of the northeast Quarter of the northeast Quarter of Section 23, Township 14 North and Range 3 East. The general location of this property is north of West Matthews and south of Matthews just west of Freeman Street.

 

Mr. White made a motion to approve request subject to R/W being dedicated to provide 41’ from centerline on Matthews Road and necessary public utility easements be provided. Mr. Farmer seconded the motion. REQUEST APPROVED UNANIMOUSLY.

 

With no further business the meeting adjourned at 8:35 P.M.
