CITY COUNCIL MINUTES - FEBRUARY 18, 1985

 

The Jonesboro City Council met in regular session, Monday February 18, 1985, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and Aldermen Park, Stricklin, Hinson, Evans, Shelton, Hannah, Strauser, Sanderson, Culpepper, Mays, and Nix. Aldermen Bridger was absent.

 

The minutes of February 4, 1985, were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Hinson. All voted aye.

 

Concerning the appointment to the Library Board, Mayor Stallings placed in nomination Betty Sloan, 1418 South Main St. to fill the position. Mr. Stricklin moved, seconded by Mr. Nix to appoint Betty Sloan to the Library Board of Trustees. All voted aye.

 

Magdalene Hays, 219 Campus, addressed the council at length concerning drainage on her property. Mr. Nix moved, seconded by Mr. Stricklin to refer the drainage problem at 219 Campus to the Street Committee for their review. All voted aye.

 

Mr. Shelton offered the following Resolution: (Resolution - W. A. Krueger)

 

RESOLUTION AUTHORIZING A CERTIFICATE OF LOCAL GOVERNMENT FOR CERTAIN BUSINESSES, ARKANSAS ENTERPRISE ZONE PROGRAM, JONESBORO, ARKANSAS

 

Mr. Mays moved, seconded by Mr. Nix to adopt the resolution. All voted aye. The resolution was given the number 1985:04.

 

The following ordinance was on second reading:

 

AN ORDINANCE TO AMEND #1536 BEING AN ORDINANCE CREATING THE POSITION OF PUBLIC WORKS/CITY ENGINEER FOR THE CITY OF JONESBORO, ARKANSAS PRESCRIBING THE QUALIFICATIONS THEREOF AND THE RESPONSIBILITIES THEREOF

 

The following ordinance was on third reading: (Rezone R-1 to C-3, off Browns Lane)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Parks moved, seconded by Mr. Hinson to table the adoption of the ordinance until the March 4th, 1985 meeting. All voted aye.

 

The following ordinance was on third reading: (Rezone C-5 to C-4 Cole & Nettleton)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES.

 

Mr. Shelton moved, seconded by Mr. Culpepper to adopt the ordinance. The Mayor asked the City Clerk for a roll call vote. Aldermen Shelton and Culpepper voted aye. Aldermen Park, Stricklin, Hinson, Evans, Hannah, Strauser, Sanderson, Mays, and Nix voted nay. The ordinance failed 2-9.

 

Mr. Hannah requested the Street Committee investigate the replacement of sidewalks to the property at Cole and Nettleton, and at Flint and Nettleton.

 

Mayor Stallings introduced Mr. Freddie Hendrix, Public Works Director/City Engineer to the Council.

 

Mr. Nix moved, seconded by Mr. Evans to approve a five-year lease with the Southwest Church of Christ for a park on church property off West Nettleton. All voted aye.

 

Mr. Nix moved, seconded by Mr. Evans to set an appeal hearing at 7:00 p.m. on March 4, 1985, for L. T. Gipson, 1118 Haven. All voted aye.

 

Mr. Sanderson moved, seconded by Mr. Shelton to sell 6.39 acre tract at the South edge of the Industrial Park to the Arkansas Highway and Transportation Department for the proposed four-lane expansion of U.S. 69 for $19,700.00. All voted aye.

 

The following bids were up for review:

 

85:2 Rear Loader Packer and Cab - On a recommendation from the Sanitation Committee, Mr. Shelton moved, seconded by Dr. Strauser to split the bids meeting specifications as follows: $15,438.00 for a Packer from Bucy of Rector, Arkansas, and $20,365.00 from ONeal Ford. All voted aye.

 

85:3 Boiler for Forum - Mr. Nix moved, seconded by Mr. Stricklin to accept the low bid meeting specifications for $13,250.00 from RGB. All voted aye.

 

The following ordinance was on third reading: Annex - off Neely Rd.)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID TERRITORY TO WARD 4: ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.

 

Mr. Sanderson moved, seconded by Mr. Evans to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 1910.

 

Mr. Mays moved, seconded by Mr. Shelton to set a public hearing at 7:00 p.m. on March 18, 1985, for Motel 6, Inc., 2300 South Caraway concerning annexation. All voted aye.

 

The following ordinance was on third reading: (Abandon Matthews & Rains Property)

 

AN ORDINANCE ABANDONING CERTAIN PROPERTY ADJACENT TO MATTHEWS AVENUE.

 

Mr. Mays moved, seconded by M r. Park to adopt the ordinance with the emergency clause, after being amended to read: If the five foot tract released and vacated should cease to be occupied by a building situated South of the line and projecting five feet across the line, then the tract of five feet vacated shall revert to the City of Jonesboro and become its sole property. All voted aye. The ordinance was given the number 1911.

 

With no further business, the meeting adjourned.
