SPECIAL CALLED MEETING CITY COUNCIL MINUTES - SEPTEMBER 24, 2002

 

The Special Called Meeting of the Jonesboro City Council met Tuesday, September 24, 2002, at 7: 00 a.m. A full quorum was in attendance. Present were: Mayor Brodell, City Clerk, Donna K. Jackson, and eleven council members. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. Councilman Copeland was unable to attend.

 

Councilman Perrin offered the following ordinance for first reading:

 

ORDINANCE AUTHORIZING THE APPROPRIATION OF FUNDS FOR THE CLEARING, DREDGING, MOWING AND/OR SHREDDING OF DRAINAGE DITCHES AND TRIBUTARIES AS PREVIOUSLY APPROVED BY ORDINANCE NUMBER 3371.

 

Councilman Perrin moved, seconded by Councilman Moore to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. Councilman Perrin moved, seconded by Councilman Moore to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. Councilman Moore moved, seconded by Councilman Crockett for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. Councilman Rega moved, seconded by Councilman Crockett for the adoption of the emergency clause. A roll call vote was taken resulting in all members present voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. The ordinance was assigned ordinance number 3375.

 

Councilman Kelton offered the following ordinance for first reading:

 

ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF FIRE RADIOS FOR THE FIRE DEPARTMENT

 

Councilman Moore moved, seconded by Councilman Tate to suspend the rules and place on second and third readings of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. Councilman Rega moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. Councilman Tate moved, seconded by Councilman Perrin for the adoption of the emergency clause. A roll call vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. The ordinance was assigned ordinance number 3376.

 

Councilman Perrin moved, seconded by Councilman Young for the adoption of a resolution approving a Grant Agreement for the Jonesboro Municipal Airport, dated September 13, 2002 with the Federal Aviation Administration. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. The resolution was assigned resolution number 2002:43.

 

Under new business, Councilman Tate moved, seconded by Councilman Rorex to accept the Street Committee’s recommendation to purchase and appropriate $15,000.00 to come from the portion of the City’s 1% Sales Tax designated for streets and drainage, for approximately three-quarters of an acre of land south of Parker Road for ditch right of way from Mr. Jim Gillis of Gillis Farms. Chairman Tate explained the ditch empties into Higginbottom Creek and needs to be cleaned and maintained in order to create better water flow. Mr. Tate further explained Mr. Gillis agreed to dig the 1167 foot ditch and use the extra dirt for back fill to his property. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy.

 

Councilman Province called a Building Committee immediately following the Special Called City Council meeting.

 

With no further business the meeting was adjourned.
