II. ROLL CALL

III. APPROVAL OF MINUTES

• Minutes for the August 17, 2016, Stormwater Management Board Meeting

Motion to approve the minutes was made by Day and seconded by Coleman. The minutes were unanimously approved.

IV. OLD BUSINESS

Light stated the Repetitive Loss Area Analysis (RLAA) ordinance was adopted by the City Council. He explained to stay in the CRS Program the City Council had to adopt a Mitigation Plan and/or a RLAA. The Mitigation Plan was not ready but now has also been adopted. Both plans will be put on the Engineering Website. The City has not received the results of the CRS audit.

Light explained the attachments were made available to the Board earlier in the year. They reference the enforcement of existing residential and commercial building codes. Theses codes are on the books but have never been enforced. Staff would like for the Board to make a recommendation to City Council to make a recommendation to Administration that the provisions begin to be enforced. This is suggested so there is a process and it is not arbitrary. Dover stated the City Council has already voted that it is now an Administrative decision. Coleman made a motion requesting staff to prepare a resolution of present to the Board regarding both residential and commercial enforcement of existing codes. Dover seconded. All vote aye.

Light gave a Corp of Engineers update. He stated the project is on hold until the Corp receives money from Congress. The project ranking is an ongoing. Hopefully, there will be funding for Phase I work by 2020. Light will keep the Board updated on any changes.

V. NEW BUSINESS

Light explained to the Board that Grading permits are issued for construction site prior to building permits being issued. Grading permits are for land disturbance activity and nothing to do with what is being built on the site. The City will continue this practice until the code is change. This is for information purposes only. No decision is required by the Board.

There was a brief discussion of the ascetics of detention ponds. Should all detention ponds require solid sodding. This doesn’t deal with the functionality of the detention plan but wanted to make the Board aware this may be something that comes up in the future. Since this doesn’t affect how the detention pond functions this is not an issue for this Board.
