GENERAL PROPERTY/BUILDING/PARKING
1103 Cobb Street - Lease to Women’s Crisis Center of NEA: It was explained this was a recommendation from Mayor Formon. The property was the “old garden center” located behind the Earl Bell Center and has been vacate for some time. Mayor Formon explained it would be used for administrative purposes, and City Attorney Crego had approved the lease as to form. Councilman Moore stated while he was in agreement with leasing the property he recommended Mayor Formon takes the appropriate steps for selling all unused property of the city. Councilman Ashley moved, seconded by Councilman Province to least the property located at 1103 Cobb Street. All voted aye. The committee requested Mr. Wadley to advertise for the sale and get an appraisal for the property located at 1118 Creath Street and report back at the next Public Works Committee meeting.
Demolition of old residence at 508 W. Monroe: Mr. Wadley provided an update stating demolition should be near completion and the remains hauled away. Mayor Formon questioned if committee members wanted to make that an employee parking lot for the Police Department out of the vacant lot. The decision was made to have Mr. Hooton get estimates for paving the property and bring it back to the Public Works committee for a recommendation.
Justice Complex: Mr. Wadley stated that Structural Engineer, Frank Allison would not give an exact date as to when he could do the inspection of the Justice Complex. Mr. Wadley explained it is the busiest time of the year and Mr. Allison had questioned the credibility of any engineer willing to do the job. The decision was made to send out “Requests for Proposals” while waiting on Mr. Allison. Mr. Hooton also suggested looking at current RFP’s that are on file with the city, explaining he was certain some had structural engineering experience.
NRS - 611 E. Nettleton: Councilman Ashley moved, seconded by Councilman Moore to approve a full analysis (a second opinion) of 611 E. Nettleton for a drainage basin in the amount of $14,500.00. Mr. Wadley explained they had given NRS the option of using data of the previous engineer, but they declined because it did not contain enough information to do an analysis, and would need certified documents (stamped and signed by the previous engineer). Mr. Wadley also explained they would need to send certified letters to the previous engineer explained NRS had been asked to review their work. It was determined this should not be a problem since Mr. Auld had agreed to a second opinion, and was necessary for a complete assessment. All voted aye with the exception of Councilman Dover who abstained from voting since 611 E. Nettleton is his current residence.
732 & 734 Valley Drive: Mr. Wadley reported there were questions regarding the best location to purchase property for the drainage basin, explaining the house actually experiencing the flooding problem might be a better choice. Mr. Martin stated the actual problem is down closer to Culberhouse, and would be better to have a second opinion. Councilman Moore moved, seconded by Councilman Ashley to have NRS do a second opinion on the Valley View properties for $13,300.00. All voted aye.
PLANNING
Moratorium on billboard signs: David Harris, City Planner explained the MAPC had requested a moratorium, but he believed a moratorium would be a radical move, and recommended looking closer at other alternatives. Public Works committee members asked Mr. Harris to consult with MAPC members for the purpose of addressing any specific problems with the original ordinance. Mr. Harris did not recommend a moratorium at this time.
It was announced that Planning, Inspections, Code Enforcement, and Engineering were now relocated in the Huntington Building.

Mr. Wadley explained the agreement with Ken Yarbrough expired the first of June, but believed Mr. Yarbrough would be willing to extend the agreement.
Downtown Sidewalks - ADA Compliance: Mr. Jeremy Bevell, ADA Coordinator, reported they were within two weeks of having the Main Street sidewalks completed, and would be extending the work away from the downtown area. Councilman Ashley moved, seconded by Councilman Moore to recommend an ordinance to waive competitive bidding and authorize additions to the City of Jonesboro’s concrete labor bid, and to place it on tonight’s agenda. All voted aye.
Discussion was held regarding the sidewalk located at the Bank of America. Mayor Formon stated the sidewalk does not line up. Councilman Ashley explained it was necessary for the sidewalk to be ADA compliant and the only change was there are two steps instead on one. He recommended having a rail installed so individuals would not trip. Councilman Hargis complained the sidewalk was sloped the wrong way at 306 S. Main near the Green Shutter. Jeremy Bevell and Teddy Hooton were asked to look at the areas and make recommendations.
Status of Unfinished Streets: Mayor Formon stated they had gotten a previous opinion from the City Attorney, that a street is accepted by default when the City does work on that unaccepted street. He recommended completion of the following unfinished streets:
Alex Drive and Alex Cove: Councilman Ashley moved, seconded by Councilman Dover authorizing completion of Alex Drive and Alex Cove at an estimated cost of $35,000.00. All voted aye.

The motion stipulated that if the developer ever develops the rest of his property, within a ten year period, he would have to pay for the road completion being done on Brier Drive. The motion was contingent on a legal opinion from City Attorney Crego. All voted aye.
Laser Purchase : Councilman Dover moved, seconded by Councilman Moore authorizing transfer of funds from rentals to fixed assets for the purchase of a laser. Mr. Hooton explained the purchase was going to be $4,040.00 but only $3,370.00 would have to be transferred since the first month lease can be applied toward the purchase. All voted aye.

Engineering Bills for Associated Engineering & Bernie Auld: Mr. Martin stated they still do not have a stamped drawing at Catherine Drive. Mr. Hooton stated he was instructed to put in a 48 inch steel pipe for the pond at Quail Ridge but has not received any documentation. They both stated they wanted documentation first prior to settling the bill. Mr. Wadley asked what was needed in order to get the documentation. Mr. Hooton explained there has never been a contract with Mr. Bernie Auld. Mr. Street explained Mr. Auld was a subcontractor for Associated Engineers. Mr. Martin stated the certified documents would be sent to Carter Burgess prior to the bill being paid. Mr. Hooton and Mr. Martin were instructed to report back to the committee at their next meeting.
Change Order W. Nettleton: Councilman Moore moved, seconded by Councilman Ashley for Change Order Number 5 on W. Nettleton in the amount of $2,086.00. The change included a sidewalk that had been omitted from the plans, grass, and a meter box. All voted aye.

Bid 2005:46 - Councilman Ashley moved, seconded by Councilman Moore to accept the bid from Cooper Construction for the purpose of adding drainage where two subdivisions come together located at Melton Circle and Mockingbird Cove in the amount of $55,430.00 to come from the drainage fund. All voted aye.

• Councilman Ashley moved, seconded by Councilman Moore to recommend a proposed contract with Peter’s and Associates for a traffic light at Fair Park and Race Street in the amount of $15,000.00. All voted aye.
Mr. Martin explained both contracts were for construction plans only, and the difference in the price between the two sites was because the signalization plan had been completed on the Bridge and Washington site, while everything would have to be done for the Fair Park and Race Street site. The committee asked that resolutions be prepared and submitted for the next city council agenda.

Mr. Leonard was asked to watch for illegal dumping.
