CITY COUNCIL MINUTES, OCTOBER 2, 1995

 

The Jonesboro City Council met Monday, October 2, 1995, at 7:30 p.m. A full quorum was in attendance. Present were Mayor Brodell, City Clerk, Donna Jackson, City Attorney, Phillip Crego, and ten council members. Those Councilmen were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy and Harpole.

 

The minutes of September 18 were approved as mailed by Councilman Perrin seconded by Councilman Harpole. A roll call vote was taken resulting in all council members voting aye. Those Councilmen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

Mrs. Bessie McBride was honored by the City Council for being named the Jonesboro School District's Teacher of the Year. Mayor Brodell presented Mrs. McBride with a citation for this accomplishment.

 

Mrs. Demetra Barton, the first woman elected to serve on the City Council met with Jonesboro's Councilmen and invited them to attend her 100th birthday party on November 25, 1995, to be held at the First Baptist Church.

 

The following ordinance was on the third and final reading:

 

ORDINANCE REZONING PROPERTIES FROM RESIDENTIAL ONE TO COMMERCIAL THREE, LOCATED AT THE CORNER OF STADIUM BOULEVARD AND PLANTERS DRIVE. (MARY WILLETT\SKIP MOONEY, SR.)

 

Councilman Vance moved, seconded by Councilman Tate for the adoption of the ordinance with the emergency clause. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The ordinance was given the number 2655.

 

The following ordinance was on the third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (17.07 Acres - Brown Lacy)

 

Councilman Tate moved, seconded by Councilman Perrin for the adoption of the ordinance with the emergency clause. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The ordinance was given the number 2656.

 

The following ordinance was on the third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (11.72 Acres - Brown Lacy)

 

Councilman Young moved, seconded by Councilman Vance for the adoption of the ordinance with the emergency clause. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The ordinance was given the number 2657.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING ON A HYDRAULIC RESCUE TOOL SYSTEM FOR THE FIRE DEPARTMENT

 

Councilman Kelton moved, seconded by Councilman Roddy to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. Councilman Perrin moved, seconded by Councilman Tate to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. Councilman Roddy moved, seconded by Councilman Tate for the adoption of the ordinance. The ordinance was given the number 2658.

 

The following appointments and reappointments were reviewed as requested by the Jonesboro Urban Renewal & Housing Authority: Reappoint Pat Hagen to the Board of Directors with a term to expire October 2000, and to appoint Elizabeth Stafford to the Board of Directors, replacing Aden Johnson whose term expires October 1997. Councilman Evans moved, seconded by Councilman Perrin to approve the recommended appointments\reappointments. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

Councilman Kelton moved, seconded by Councilman Young to adopt a resolution to set a public hearing for the purpose of vacating a twenty foot utility easement, located off Highway 49 on Hudson Drive, as requested by Ben Flynn. The public hearing was set for 6:15 p.m., October 16, 1995. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The resolution was given the number 1995:56.

 

The following millage resolutions were reviewed:

 

Councilman Evans moved, seconded by Councilman Harpole for the adoption of the millage resolution for the Fire Pension Fund. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The resolution was given the number 1995:57.

 

Councilman Evans moved, seconded by Councilman Young for the adoption of the millage resolution for the Police Pension Fund. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The resolution was given the number 1995:58.

 

Councilman Evans moved, seconded by Councilman Vance for the adoption of the millage resolution for the Public Library. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The resolution was given the number 1995:59.

 

Councilman Evans moved, seconded by Councilman Kelton for the adoption of the millage resolution for the City millage. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The resolution was given the number 1995:60

 

Councilman Tate moved, seconded by Councilman Perrin for the adoption of a resolution to condemn three properties located at 100 E. Forrest, 316 N. Main, and 120 E. Allen, all located within the City of Jonesboro, Arkansas. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The resolution was given the number 1995:55

 

Under new business Councilman Vance moved, seconded by Councilman Tate to adopt the MATA prioritized Street Plan. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE AMENDING ORDINANCE NO. 2595 ADOPTING THE 1995 BUDGET FOR THE CITY OF JONESBORO, TO INCLUDE A DEPARTMENT BUDGET IN THE CAPITAL IMPROVEMENT FUND FOR SPECIAL STREET PROJECTS \ MATA EXPENDITURES.

 

Councilman Evans moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. Councilman Evans moved, seconded by Councilman Vance to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. Councilman Evans moved, seconded by Councilman Harpole for the adoption of the ordinance. The ordinance was given the number 2659.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING TO REPAIR PARTS AND LABOR FOR A NORTHWEST 50-D DRAGLINE.

 

Councilman Evans Kelton seconded by Councilman Harpole to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. Councilman Vance moved, seconded by Councilman Kelton to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Harpole who voted nay. Those Aldermen voting aye were: Vance, Rega, Evans, Province, Young, Perrin, Tate, Kelton, and Roddy. Councilman Vance moved, seconded by Councilman Kelton for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Evans and Province (left the room) Evans voted nay. Those Aldermen voting aye were: Vance, Rega, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The ordinance was given the number 2660.

 

With no further business the meeting was adjourned.
