February 10, 1977
 
The Metropolitan Area Planning Commission met on Thursday, February 10, 1977 at 7:00 P.M. in the Court Room at City Hall.
 
The meeting was called to order by the Chairman, Mr. Ralph Morrison.
 
MEMBERS PRESENT: Morrison, Cooper, Smith, Ball, McDaniel, Gott, Mrs. Morse, and Tilton.
 
MEMBERS ABSENT: McDaniel and Brown
 
OTHERS PRESENT: Larry Fugate, Joe Tomlinson, Gene Martz, Mike Cameron, and Shirley Watkins
 
Items for business were as follows:
 
#1. APPROVAL of January, 1977 minutes.  Minutes were approved and signed by Chairman and Secretary.
 
#2. Jerry Bookout requests a rezoning from Residential Two (R-2) to Commercial Four (C-4) for the following described property.  Lots 7 and 8 of Block 5 of Broadaway's Addition to the City of Jonesboro, Ar., less and except the west 20 feet of said Lots 7 and 8, and a part of Lot 9 of Block 5 of Broadaway's Addition to the City of Jonesboro, said part of Lot 9 being more particularly described as follows: Begin at the Southwest corner or said Lot 9 (said point being 140.0 feet south of the Northwest co0rner of Lot 9) thence east 100.0 feet, thence north 140.0 feet, thence west 100.0 feet, thence 140.0 feet to the point of beginning proper less and except the west 20.0 feet of said part of Lot 9.  General location of this property is described as being on the east side of Bridge Street commencing approximately 158.0 feet north of Washington Avenue continuing north to Hope Street.  A letter of opposition was presented by a group of people from ACORN East Side Community Organization.  A motion was made by Mr. Gott and seconded by Mr. Smith to DENY the request.  A vote was taken.  The vote was YEA: Cooper, Smith, Ball, Gott, and Morse.  No: Tilton.  The motion to the request was passed. REASON: C-4 would not be proper zoning for this property.
 
#3. Lonnie Clark requests a rezoning from Residential Two (R-2) to Commercial Four (C-4) at the following described location: Lot 5 of Block B of Pyle Addition to the City of Jonesboro.  General location of this property is described as being on the northeast corner of Rogers Street and Johnson Avenue. A motion was made by Mrs. Morse and seconded by Cooper to DENY the request because the commissioners did not consider it proper to have a commercial area in this vicinity, north side of Johnson Street, at this time.  The motion was passed unanimously.
 
 
#4. Guy Pardew requests a rezoning from Residential Two (R-2) to Residential Three (R-3) at the following described location.  Lot 3 and the south half of Lot 2 of Nilson's Subdivision of Lot 51 of Knight's Second Addition to Jonesboro, Arkansas.  General location of this property is described as being on the northwest corner of Main Street and Nettleton Avenue.  A motion was made by Mr. Cooper and seconded by Mrs. Morse to APPROVE the request subject to the dedication of a 41 foot right-of-way from the center line of the street and subject to this property being registered with the National Registry. A vote was taken.  The vote was YEA: Cooper, Tilton, Gott, and Mrs. Morse. NO: Smith and Ball.  The motion was passed to APPROVE the request.
 
#5.  Alfred Gallant, et al, requests zoning classification of Residential One (R-1) and Residential Two (R-2) for parcels of property abutting the present city limits of the City of Jonesboro, Arkansas.  Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classifications prior to the subject property being annexed to the city.  The MAPC is also asked to make a written statement as to what effect the proposed annexations of this property would have on the city accepting said land.  The parcel of property requesting a zoning classification of Residential One (R-1) is described as follow: The east half of the Northeast Quarter of the Northeast Quarter of Section 16, Township 15 North, Range 4 East, including Lots 1 through 20, Block "A" and Lots 1 thru 12, Block "B" and Lots 1 thru 4, Block "C", and Lots 1 and 2, Block "D" and Lots 1 thru 8, Block "E", and Lots 1 thru 6, Block "F",  of the Meadowlark Acres Subdivision to the City of Jonesboro, Arkansas and Lots 1 thru 8, Block "G" and Lots 7 thru 12, Block "H" of the Meadowlark Acres Extended Subdivision to the City of Jonesboro, AR.  The parcel property requesting a zoning classification of Residential Two (R-2) is described as follows: Lots 2 through 6, Block "H" of the Meadowlark Acres Extended Subdivision to the City of Jonesboro, Arkansas.  A petition from eight property owners opposing R-2 zoning in Meadowlark Acres was presented.  A motion was made by Mr. Tilton and seconded by Mr. Cooper to APPROVE the request stated.  The vote was YEA: Cooper, Smith, Tilton, Ball, and Gott.  PASS: Morse.  The motion to APPROVE the request was passed.  
 
The City Engineer, Mr. Mike Cameron, stated that street improvements such as paving, curbs, and gutters in order to bring the present area up to city standards and specifications would cost approximately $ 40, 000.00.

#6. Douglas Bradley requests a zoning classification of Residential Two (R-2) for a parcel of property abutting the present city limits of the City of Jonesboro, Arkansas.  Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classifications prior to the subject property being annexed to the city.  The MAPC is always asked to make a written statement as to what effect the proposed annexation of this property would have on the city accepting said land.  Subject property is described as follows: west Half of the north 670.0 feet of the Northeast Quarter of the Northwest Quarter of Section 15; and the south 360.0 feet of the east half of the Southeast Quarter of the Southeast Quarter of Section 9; and the south 360.0 feet of the west 600.0 feet of the Southwest Quarter of the Southwest Quarter of Section 10, and the south 1.0 foot of the east 720.0 feet of the Southwest Quarter of the Southwest Quarter of Section 10, all in Township 14 North, Range 4 East, Jonesboro District of Craighead County, Ar. General location of this property is described as being primarily north of the University Heights Elementary School, the far west portion of the subject property adjoins Arkansas State University property.  A motion was made by Mrs. Morse and seconded by Mr. Cooper to APPROVE the request.  A vote was taken and the motion was passed unanimously.

#7.  Fred Dacus and Darrel R. Allison request a rezoning from Residential Two (R-2) to Commercial Four (C-4) at the following described location.  Replat of the east 100.0 feet of the north 40.0 feet of Lot 82 and all that part of the east 100.0 feet of Lot 83 lying south of Highway No. 1 (Johnson Avenue) in College Place Addition to the City of Jonesboro, Arkansas.  General location of this property is described as being on the southwest corner or Melrose Street and Johnson Avenue.  A motion was made by Mr. Gott and Mr. Smith to TABLE this item for 30 days for addition information.  A vote was taken and the motion was passed unanimously.
 
#8. Paul Spurlock, et al, requests a zoning classification of Residential One (R-1) for a parcel of property abutting the present city limits of the City of Jonesboro, Arkansas.  Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classifications prior to the subject property being annexed to the city.  The MAPC is also asked to make a written statement as to what effect the proposed annexation of this property would have on the city accepting said land.  Subject property is described as follows: The south half of the Northeast Quarter of Section 10, Township 14, North, Range 4 East, less and except the following described tract; Begin at the center of Section 10, Township 14 North, Range 4 East; thence north along the west line of the Northeast Quarter of Section 10, 1304.16' to the point of beginning proper; thence north 88.0 degrees 56.0 minutes east 221.1 feet; thence south 197.0 feet; thence south 88.0 degrees 56.0 minutes east 221.1 feet; thence north 197.0 feet to the point of beginning proper, containing 78.9 acres, more or less. General location of this property is described as being on the east side of Airport Road being generally east of Sunset Hills 2nd Addition.  A motion was made by Mr. Cooper and seconded by Mrs. Morse to APPROVE the request subject to the following stipulations:
(1)      Streets that are not yet improved to be improved equal to or better than those existing
(2)      Subject to the owner providing adequate drainage
(3)      Subject to six fire hydrants being placed as required by the Fire Chief
(4)      Subject to the developer looping each water main in the Old Paragould Highway on the east end
A vote was taken.  The vote was YEA: Cooper, Gott, and Mrs. Morse. NO: Smith, Tilton, and Ball.  Mr. Morrison, Chairman voted YEA. The motion was passed.
 
#9. James L. Carter and Joan Carter request a rezoning from Residential Two (R-2) to Commercial Two (C-2) at the following described location. Lots 27 and 28 of Howard's Addition to the City of Nettleton, Craighead County, Arkansas. General location of this property is described as being on the southwest corner of Central and School Street.  A motion was made by Mr. Cooper and seconded by Mr. Gott to APPROVE the request.  A vote was taken and the motion was passed unanimously.
 
#10.  Don Baker requests preliminary approval of the Spring Valley Subdivision Second Addition, Jonesboro, Ar. Subject property being a part of the Northwest Quarter of the southwest Quarter, Section 35, Township 14 North, Range 3 East, Craighead County, Arkansas containing 6.03 acres more or less. General location being described as being south of the Spring Valley Subdivision First Addition.  Further described as being bounded on the north by Spring Valley Drive, on the east by Neely Lane, and on the South by a county road.  A motion was made by Mr. Gott and seconded by Mr. Cooper to , Township 14 North, Range 3 East, Craighead County, Arkansas containing 6.03 acres more or less. General location being described as being south of the Spring Valley Subdivision First Addition.  Further described as being bounded on the north by Spring Valley Drive, on the east by Neely Lane, and on the South by a county road.  A motion was made by Mr. Gott and seconded by Mr. Cooper to APPROVE the request subject to the Fire Chief's approval shown on the final plat locations being subject to the Fire Chief's approval, subject to all information being provided in conformance with requirements for a final plat such as street grades, etc.  A vote was taken.  The vote was YEA: Cooper, Smith, Ball, Gott, and Morse.  NO: Tilton.  The motion to APPROVE the request was passed.
 
#11.  George and Maxie Stem requests preliminary approval of George and Maxie Stem's replat and subdivision, being more particularly described as being a replat of Lots 7 and 8 of Block D of Curtview Acres Subdivision of a part of Northwest Quarter, Southwest Quarter, Section 27, Township14 North, Range 4 East and a subdivision of a part of the Northwest Quarter of the Southwest Quarter of Section 27, Township 14 North, Range 4 East, Craighead County, Arkansas.  General location is described as being south of Race Street on Curtview Street, described further as being on the east and west side of Curtview on the far south portion of Curtview Street.  A motion was made by Mr. Cooper and seconded by Mrs. Morse to APPROVE the street location and lot sizes on the plat only.  This was not a complete preliminary plate or property development plan.  A vote was taken and the motion was passed unanimously.  
 
#12. Coca Cola Bottling Company of Northeast Arkansas, Inc. requests approval to change the location of a street dedication imposed by the MAPC on a rezoning request submitted by subject company in December 1976.  The MAPC approved the requested rezoning subject to said company dedicating a 30.0 foot street right-of-way along the south property line on the area requesting a rezoning, said right-of-way designated by MAPC was to be from Caraway Road to the west property line.  The change requested by the company proposes a 60.0 foot right-of-way extending from Caraway Road to the west property line being 220.0 feet north of the area previously designated by the MAPC.  The general location of the area is described as being on the west side of Caraway Road south of the Coca Cola Bottling Company of Northeast Arkansas.   The item was TABLED from the agenda at the request of the attorney representing the property owner.  No action was taken.

#5. Meadowlark Acres.  We recommend that this area be accepted with the understanding that streets be developed according to the city ordinances and at the developer's expense.  
 
#6.  Douglas Bradley.  We recommend the area be accepted.  The present owner has no immediate plans for development.  The area can be controlled by city ordinances when and if it is developed.
 
#8. Paul Spurlock.  We recommend the area be accepted with all stipulations noted in the minutes of commission meeting dated 2-10-77
