PUBLIC HEARING 6:15 P.M. - A public hearing was conducted regarding the abandonment of Auburndale Drive, Lexington Place, and several easements located in Woodsprings Estates, Phase III as requested by Todd Jackson. No opposition was voiced.

 

CITY COUNCIL MINUTES - June 21, 1999

                     

The Jonesboro City Council met Monday, June 21, 1999, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Attorney, Phillip Crego, City Clerk, Donna K. Jackson, and 9 council members. Those members were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. Councilmen Kelton, Tate and Moore were unable to attend.

 

Councilman Perrin moved, seconded by Councilman Roddy for approval of the minutes from June 7, 1999, as delivered. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy.

 

The following ordinance was on third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Brenda Rainwater)

 

Several spoke in opposition to the zoning request, citing traffic problems and overcrowded conditions for such a small area. Council questioned why the opposition had not expressed their concerns earlier to the Metropolitan Area Planning Commission. Ms. Kathy Schimit, spokesperson for the group, responded by saying only recently did they become aware of the zoning request. It was explained that Ms. Rainwater already owned property zoned Residential (R-2) and could put an apartment complex in the location without further rezoning. Ms. Schimit stated they were unaware that some of the property had already been zoned Residential-2. Councilman Young moved seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. The ordinance was assigned number 3130.

 

Councilman Roddy offered the following ordinance for first reading:

 

ORDINANCE TO VACATE AND ABANDON AUBURNDALE DRIVE, LEXINGTON PLACE, AND EASEMENTS LOCATED IN WOODSPRINGS ESTATES, PHASE III.

Councilman Perrin moved, seconded by Councilman Crockett to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. Councilman Perrin moved, seconded by Councilman Roddy to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. Councilman Perrin moved, seconded by Councilman Copeland for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. The ordinance was assigned number 3131.

 

Councilman Rega offered the following ordinance for first reading:

Councilman Young moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. The decision was made to hold this ordinance for the third and final reading.

 

Councilman Young offered the following ordinance for first reading:

Councilman Perrin offered the following ordinance for the first reading:

 

ORDINANCE AMENDING ORDINANCES 2731 AND 2783 (DEANNEXATION OF CERTAIN PROPERTIES IN THE SAGE MEADOWS AREA)

 

Councilman Young moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. Councilman Young moved, seconded by Councilman Crockett to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Councilman Rega offered the following ordinance for the first reading:

 

ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF CRAIGHEAD COUNTY COURT, DECLARING RESIDENTIAL (R-1) ZONING; AND DECLARING AN EMERGENCY (Carroll Caldwell)

 

Councilman Perrin moved, seconded by Councilman Rorex to suspend with the reading of the ordinance in its entirety. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. Councilman Young moved, seconded by Councilman Roddy to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. The following ordinance was on second reading:

 

ORDINANCE CONTROLLING THE STORAGE, COLLECTION, TRANSPORTATION, TREATMENT, PROCESSING, AND DISPOSAL OF ALL RESIDENTIAL SOLID WASTE GENERATED WITHIN THE CITY OF JONESBORO, ARKANSAS

 

Councilman Young moved, seconded by Councilman Roddy to suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. Councilman Young moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. The ordinance was assigned number 3135.

 

Under new business, Councilman Roddy moved, seconded by Councilman Perrin to accept a bid of $257,192.00, from Thompson Construction for drainage work to be done on Washington Avenue. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy.

 

Councilman Roddy moved, seconded by Councilman Copeland for the adoption of a resolution authorizing Mayor Brodell to submit an application for a Homeowner Rehabilitation Grant for $200,000.00 to the Arkansas Financial Authority. A voice vote was taken resulting in all members voting aye. Those members voting aye were: McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin, and Roddy. The resolution was assigned number 1999:26.

 

With no further business, the meeting was adjourned.
