RESOLUTION TO EXECUTE A CONTRACT WITH CARTER-BURGESS INC. TO CONDUCT A MASTER STORM WATER DRAINAGE PLAN FOR A PILOT STUDY IN SOUTHEAST JONESBORO

WHEREAS, the City of Jonesboro has and will continue to experience significant residential, commercial and industrial growth within the city;
 
WHEREAS, this growth and development has and will continue to impact the City of Jonesboro's infrastructure, including its drainage basins, ditches and culverts;
 
WHEREAS, the growing demands on the City of Jonesboro's drainage system highlighted by the August 13, 2002, flood in addition to federally-mandated storm water quality management requirements, and a lack of historical information and planning concerning the City's drainage system have resulted in an increasing occurrence of drainage and flood-related problems experienced by our citizens;
 
WHEREAS, a citizens committee appointed by the mayor, the Master Drainage Plan Committee, recommended the need for a comprehensive drainage plan for the City of Jonesboro, and
 
WHEREAS, the Infrastructure Committee of the Jonesboro City Council endorsed the citizens committee's recommendation;
 
THEREFORE, BE IT RESOLVED, that the Jonesboro City Council hereby adopt the attached contract (Attachment A) with Carter-Burgess, Inc., to conduct a Master Storm Water Drainage Plan for a Pilot Study area in southeast Jonesboro covering approximately 30% of the City of Jonesboro which experienced approximately 75% of the drainage problems during the August 13th flood at a cost of $525,003.00;
 
BE IT FURTHER RESOLVED, that additional survey and/or engineering work necessary for adequate planning for additional drainage improvements outside the Pilot Study area per the attached contract fee schedule shall be included, as needed, upon review and approval by the City Council's Infrastructure Committee;
 
BE IT FURTHER RESOLVED, the Pilot Study will include complete contour information for the entire city per FEMA requirements and will include information required under Phase II of the EPA Storm Water Quality Management Act requiring location of and elevation of storm water pipes.
 
BE IT FURTHER RESOLVED, that the City of Jonesboro's City Council has the option to complete the Master Storm Water Drainage Plan for the remainder of the city under same scope of work as the Pilot Study for $624,997.00 over a 3-year period, or the option to reduce the scope of work and cost, as needed, on a per stream basis.
 
BE IT FURTHER RESOLVED, that this Master Storm Water Drainage Plan will provide useable information, including conceptual engineering design work, concerning future development and its effects on drainage in the City of Jonesboro for the next 25 to 30 years.
