The Metropolitan Area Planning Commission met Thursday, October 9, 1986 in the Council Chambers. 314 W. Washington. The meeting was called to order at 7:00 p.m. by Chairman Johnny White. The requests considered are as follows:

 

MEMBERS PRESENT: Mr. Blalock, Mr. Lusby, Mr. Vance, Mr. McCracken, Mr. Orr, Mr. White

 

MEMBERS ABSENT: Mr. Hunt, Ms. Barber, Mr. Sloan

 

ASSISTING: Jeff Gibson, Brian Wadley, Greg Moody

 

The minutes of the September 11, 1986 meeting were approved as written.

 

#1 A request for a R-2 zoning classification by Bearl and Loretta Brooks and David Ferguson was approved on a motion by Mr. McCracken, subject to the receiving of a plat drawn to a scale of 1" equals 200' with all the legal descriptions by a registered land surveyor and showing a 30' street dedication from the centerline for the county road on the south side of the property. Also included in this motion was a request that the City Engineer checks and approves the right-of-ways on Highways on Highway 1 and Craighead Forest Road. The property is described as a part of the Southwest Quarter of the Northeast Quarter of Section 5, Township 13 North, Range 4 East, excepting a rectangular strip off the entire west side thereof containing 16 acres, and also excepting a rectangular strip off the east side thereof containing 4 acres. The motion was seconded by Mr. Vance. All members present voting aye. MOTION APPROVED.

 

#2 WITHDRAWN.

 

#3 A rezoning request from I-1 to C-3 by Constance Stuck, Genevieve Gray, Dorothy Stuck, Margaret Stuck Frier and Sally Stuck Sewell was approved on a motion by Mr. Vance and a second by Mr. Lusby. The property described as Lots 9, 10 and 11 of Block A of Stuck and Stuck Addition to the City of Jonesboro, AR. All members present voting awe. MOTION APPROVED

 

#4 A final approval request by Robin Nix for Nix Robinwood Lake Addition was approved by a motion by Mr. Vance with the stipulation that request to change the names in the subdivision by approved by the Fire Marshal. The name change would be to change from Nix Robinwood Lake Addition to Nix Lake Estates, Robinwood Trails changed to Nix Lake Drive, Robinwood Trails Cove Changed to Twin Lakes Cove. The development covers 19.83 acres, more or less, is zoned R-1, has 17 lots and is located west of Paula Drive and south of State Highway 226. The motion was seconded by Mr. Blalock. Those voting aye were Mr. Blalock, Mr. Vance, Mr. McCracken, and Mr. Orr. Mr. Lusby abstained. MOTION APPROVED.

 

The ownership of the lake located on this property will be a non-profit corporation composed of the individuals who buy the property and will be included in the deed should the property ever be sold again. The non-profit corporation will be responsible for all maintenance on the lake.

 

In other business Jeff Gibson, City Engineer, informed the commissioners that the committee formed for revising the Code of Ordinances are not going to rewrite the ordinances but are going to remove the ordinances but are going to remove the ordinances no longer needed.

 

The necessary of having 13 copies of all drawings submitted was the next item of business. It was stated that besides being costly to the developer the utilities are not picking up the plats that are made for them and that with so many copies floating around the chances of an error being made are greatly increased. The commissions discussed whether it would be feasible or not to have sepia made and placed on file in the MAPC office should there be any requests for copies.

 

Ending the discussion was a motion by Mr. Lusby that the ordinances be followed concerning the number of copies of drawings needed. The ordinances state that 5 copies are needed for preliminary approval, 6 copies for final approval and 10 copies for annexations. These drawings should also have the necessary signatures prior to them being submitted to the commission. Mr. Orr seconded the motion. All members present voting aye. MOTION APPROVED.
